2010 Integrated Report (Clean Water Act Section 303(d) List / 305(b) Report)
The State Water Board has released the proposed 2010 Integrated Report for public comment. The 2010 Integrated Report provides the recommendations of the staff of the State Water Board for changes to the 2006 Clean Water Act Section 303(d) list of impaired water bodies and Clean Water Act Section 305(b) report on the quality of waters in California. Although the reporting process for 303(d) and 305(b) has been combined, only the 303(d) list requires approval by the State Water Board and USEPA.
The State Water Board expects to consider the 2010 Integrated Report for adoption at its June 15, 2010 Board Meeting.

- Comment letters on the proposed 2010 Integrated Report must be received by 12:00 noon on May 28, 2010. After this deadline, State Water Board staff will not accept additional written comments unless the State Water Board determines that such comments should be accepted. Comments must specifically address the 2010 Integrated Report that is currently being considered for approval by the State Water Board. If similar or identical comments were submitted to the Regional Water Boards, the commenter must explain why and in what manner each of the responses provided by the Regional Water Boards to each comment was inadequate or incorrect. If the comment does not include such an explanation, the State Water Board will presume that the Regional Water Boards’ response adequately addressed the commenter’s concern.
- Integrated Report Categories
- The 2010 Integrated Report places each assessed water segment into one of the five non-overlapping USEPA categories based on the overall beneficial use support of the water segment. In California, the 303(d) list is made up of three of the Integrated Report categories, 5, 4A, and 4B. These categories contain water segments that are not meeting water quality standards or not expected to meet water quality standards.
