This letter transmits information on a tank closure safety video available for use by the local agencies.

This video, entitled "Tank Closure Without Tears: An Inspector's Safety Guide" covers the following material:

  • Danger of tank closure due to volatile vapors.
  • What causes fires and explosions?
    • flammable and combustible liquids
    • hazard evaluation, measurement and control
    • fire triangle: fuel, oxygen, ignition source
  • How to prepare a safe workplace.
  • How to get rid of flammable vapors safely.
    • purging and testing with an explosivity meter - inerting and testing with an oxygen meter
    • vapor freezing with water
  • Why cleaning out sludge is important?
