Workshop includes informal discussion of items to be presented for action at a future business meeting.  People
who are interested in items on the agenda are urged to attend workshops as they may miss valuable discussion that
will not be repeated at the Board meeting.  There is no voting at workshops.  Items requiring Board action must
come to a Board meeting.

All visitors are required to sign in and receive a badge prior to attending any meeting.  The Visitor and Environmental Services Center is located just inside and to the left of the Cal/EPA Building's public entrance.  Valid picture identification may be required due to the security level so please allow up to 15 minutes for this process.

 

PUBLIC FORUM

Any member of the public may address and ask questions of the Board relating to any matter within the Board's jurisdiction provided the matter is not on the Board's agenda, or pending before the Board or a Regional Board.  Note:  Presentations at the Public Forum will be limited to 5 minutes or otherwise at the discretion of the Chairman.

 

FINANCIAL ASSISTANCE

**1.  Consideration of a Resolution to Modify Reimbursement Schedule for the Water Recycling Facilities Planning Grant Awarded to Olivehurst Public Utility District.  (The Board will consider, at a Board meeting, whether to adopt the proposed resolution.)

 

**2.  Consideration of a Resolution Approving a Clean Beaches Initiative Grant for the Southern California Coastal Waters Research Project.  (The Board will consider, at a Board meeting, whether to adopt the proposed resolution.)

 

**3.  Consideration of a Resolution Approving a Proposed Interagency Agreement With the California State Coastal Conservancy to Provide Funding Support for the Coastal Ocean Currents Monitoring Program.  (The Board will consider, at a Board meeting, whether to adopt the proposed resolution.)

 

WATER QUALITY

**4.  Consideration of a Resolution Approving an Amendment to the Water Quality Control Plan for the Los Angeles Region Revising Interim Ammonia Effluent Limits Contained Within a Total Maximum Daily Load (TMDL) for Nitrogen Compounds and Related Effects in the Los Angeles River and its Tributaries.  (The Board will consider, at a Board meeting, whether to approve the proposed amendment.)

 

WATER RIGHTS

5.  Consideration of a Proposed Order Regarding a Petition for Long-Term Change Filed by Merced Irrigation District and Modesto and Turlock Irrigation Districts, Involving the Transfer of up to 47,000 acre-feet of Water for the Purpose of Increasing the San Joaquin River Flows During April and May of Certain Years. (The Board will consider, at a Board meeting, whether to approve the proposed order.)  (Written comments should be received no later than February 25, 2004).

 

WATER QUALITY PETITION

6.  In the Matter of the Petition of Chevron Products Company for Review of Technical Report Order for 4000 Portola Drive, Santa Cruz, Issued by the California Regional Water Quality Control Board, Central Coast Region.  SWRCB/OCC File A-1343.  (The Board will consider, at a Board meeting, whether to adopt the proposed order vacating the technical report order issued by the Regional Board.)

 

PUBLIC HEARING

 

7.  Public Hearing to Receive Comments on the Revised Draft Statewide Program EIR Covering General Waste Discharge Requirements for Biosolids Land Application.  (The comment period is January 30 to March 15, 2004.)

 

 

 

 

Closed Session Items

WATER RIGHTS  (This is authorized under Government Code section 11126(c)(3)).

The Board will be meeting in closed session to deliberate on a proposed order prepared after a hearing on petitions for change and extension of time filed by South Feather Water and Power Agency (formerly Oroville-Wyandotte Irrigation District) and Yuba County Water District on six permits. The permits authorize diversion from Lost Creek, Sly Creek, South Fork Feather River and Slate Creek in Butte and Yuba Counties.

 

The Board will meet in closed session to deliberate on a proposed order regarding a Petition for Long-Term Change filed by Merced Irrigation District and Modesto and Turlock Irrigation Districts, involving the transfer of up to 47,000 acre-feet of water for the purpose of increasing the San Joaquin River flows during April and May of certain years.

 

The Board will be meeting to deliberate on a decision to be reached in the proceeding concerning potential modifications to the U.S. Bureau of Reclamation’s water right permits for the Cachuma Project (Applications 11331 and 11332).
