Data were collected from two monitoring locations and the south and north channels of Bishop Creek, 603BSP004 & 603BSP021 respectively. These monitoring locations are found at the downstream end of each respective channel, before the waterbody empties into Bishop Canal.

Temporal Representation:

Data were collected over a three year period, from May 2013 through December 2015, with predominantly once per quarter frequency.

Environmental Conditions:

Bishop Creek Forks spans from the bifurcation of the north and south channels upstream of the area known locally as West Bishop, to the respective terminus of each channel when they empty into Bishop Canal downstream of the City of Bishop. This waterbody consists of two discrete channels, but have been grouped together for assessment purposes based on their proximity to one another, their highly similar geology and similar land use impacts. The landscape surrounding the waterbody segment is used for grazing, residential property, urban uses and some crop growing.

Regional Board Staff Conclusion:	This pollutant is being considered for placement on the CWA section 303(d) List under section 3.3 of the Listing Policy. Under section 3.3 a single line of evidence is necessary to assess listing status. Eight lines of evidence, four which assess E. coli data for the REC-1 beneficial use and four which assess fecal coliform data for the MUN beneficial use, are available in the administrative record to assess this pollutant. 55 of 125 E. coli geometric mean samples exceed the water quality objective for the REC-1 beneficial use and 286 of 382 fecal coliform geometric mean samples exceed the objective for the MUN beneficial use. Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification in favor of placing this water segment-pollutant combination on the CWA section 303(d) List. This conclusion is based on the staff findings that: 1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy. 2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy. 3. 55 of 125 E. coli geometric mean samples exceed the water quality objective for the REC-1 beneficial use and 286 of 382 fecal coliform geometric mean samples exceed the objective for the MUN beneficial use and these datasets exceed the allowable frequency listed in Table 3.2 of the Listing Policy. 4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met.

Regional Board Staff Decision Recommendation:	After review of the available data and information, RWQCB staff concludes that the water body-pollutant combination should be placed on the section 303(d) list because applicable water quality standards are exceeded and a pollutant contributes to or causes the problem.
