Weight of Evidence:	This pollutant is being considered for removal from the section 303(d) list under section 4.11 of the Listing Policy. Three lines of evidence are available in the administrative record to assess this pollutant. One of samples exceeded the water quality objective for lindane. Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification for removing this water segment-pollutant combination from the section 303(d) list. This conclusion is based on the staff findings that: 1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy. 2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy. 3. One of the 18 samples exceeded the lindane water quality objective. The one sample that exceeded the Lindane objective was recorded at 8.2 ug/kg. This value should be treated as an outlier since all other Lindane samples collected in San Diego Bay for the same program had values less than 1.0 ug/kg or were recorded as non-detects. Subsequent sediment sampling that occurred in 2003 and 2004 at the mouth of Switzer Creek all had lindane sediment chemistry values recorded as non-detects. Toxicity identification evaluations conducted in 2004 at the mouth of Switzer Creek indicate that Chlordane is the most likely pesticide that contributes to the sediment toxicity in that area. Chlordane values exceeded the sediment quality guidelines and 95% upper prediction limits seven out of the eight samples collected in 2004. All other pesticides, including lindane, were recorded as non detects in all samples collected in July 2003, March 2004, August 2004 and October 2004.

RWQCB Board Decision / Staff Recommendation:	After review of the available data and information, RWQCB staff concludes that the water body-pollutant combination should be removed from the section 303(d) list because applicable water quality standards for the pollutant are not being exceeded.
