Settlement Agreement and Stipulation for Entry of Order, City of Los Angeles Department of Water and Power, Lee Vining Creek, Mono County

Settlement Information

Between October 2, 2015 and October 6, 2015, representatives of the City of Los Angeles Department of Water and Power (LADWP) and the Lahontan Regional Water Quality Control Board (Water Board) signed Settlement Agreement and Stipulation for Entry of Order, Order No. R6V-2015-0018. This action resolves alleged violations of the state's Water Code, the Clean Water Act, and the Water Board's Water Quality Control Plan for the Lahontan Region related to unpermitted discharges of rock rip rap, concrete, and other earthen materials to Lee Vining Creek at LADWP's Lee Vining Creek diversion structure in Mono County.

The Settlement Agreement requires LADWP to pay a total liability of $95,000, of which $43,000 will go to the State Water Resources Control Board's Cleanup and Abatement Account, and $52,000 will be contributed to the United States Forest Service, Inyo National Forest to complete four habitat restoration projects in the Owens River Watershed. The four projects will be started fall 2015 and completed in September 2016, improving Mammoth Creek habitat and portions of the Lower Rock Creek watershed that was burned by the Round Valley Fire in February 2015.
