Water quality samples were taken and analyzed for ammonia in accordance County Sanitation Districts of Los Angeles County Monitoring and Reporting Program.

The 30-day average objective is dependent on pH, temperature and ELS in Tables 3-1 to 3-3. Under SECTION 4.1 of the Policy, a minimum of one line of evidence is needed to assess listing status. 2 lines of evidence are available in the administrative record to assess this pollutant. Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification against removing this water segment-pollutant combination from the CWA section 303(d) List. There is sufficient justification to place it in the Being Addressed portion of the CWA 303(d) List because a TMDL has been completed and approved by RWQCB and USEPA, and is expected to result in attainment of the standard. This conclusion is based on the staff findings that: 1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy. 2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy. 3. 46 of 54 samples exceeded the OBJECTIVE and these exceed the allowable frequency listed in Table 4.1 of the Listing Policy. 4. Regional Board Staff Conclusion:	Benthic Community Effects is being considered for placement on the CWA section 303(d) List under sections 3.9 of the Listing Policy. Under section 3.9, an additional line of evidence associating the Benthic Community Effects with a water or sediment concentration of pollutants is necessary to assess listing status. Several lines of evidence are available. In 8 out of 10 surveys, the benthic community was shown to be impacted. Additionally, this water body is impaired due to multiple pollutants including toxicity, zinc, iron, and bacteria. Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification for placing Benthic Community Effects in this water segment on the CWA section 303(d) List. This conclusion is based on the staff findings that: 1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy. 2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy. 3 In 8 out of 10 surveys, the benthic community was shown to be impacted. Additionally, this water body is impaired due to multiple pollutants including toxicity, zinc, iron, and bacteria. 4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are being met. Historic Information: The April 19, 2010 State Water Board staff report for the 2010 Integrated Report recommended to place this water body on the 303(d) list for benthic-macroinvertebrate bioassessments based on the following: This assessment is based on data for one sample site originally thought to be located and assessed in Reach 6. It has been determined that the sample site actually resides in Santa Clara River Reach 5. State Water Board staff used Section 3.11 situation-specific weight of evidence approach to evaluate the Los Angeles Water Board benthic-macroinvertebrate bioassessment listing. State Water Board staff determined that it is necessary to include these listings because additional data analyses and multiple line of evidence show that benthic macroinvertebrate populations are impacted by a wide range of stressors. Multiple lines of evidence are available in the administrative record to assess this indicator. The water quality chemistry data for iron and chlorides show that water quality standards are not being met. The water quality chemistry and bioassessment data provide a substantial basis that benthic macroinvertebrate populations are impacted by a wide range of anthropogenic stressors. The weight of evidence indicate that the beneficial use of the water is not supported. Based on the available data and information, staff recommend to list for benthic macroinvertebrate-bioassessment. At the June 15, 2010 State Water Board meeting for approval of the 2010 Integrated Report, the State Water Board directed staff to reevaluate the listing recommendation for this water body-pollutant combination. Based on this reevaluation, State Water Board staff continued to recommend to place this water body on the 303(d) list for benthic-macroinvertebrate bioassessment.. At the August 4, 2010 State Water Board's followup Board meeting for approval of the 2010 Integrated Report, the State Water Board did not approve the staff recommendation and decided to not place this water body on the 303(d) list benthic-macroinvertebrate bioassessment.
