Spatial Representation: Data for this line of evidence for Salinas River (Upper) was collected at 4 monitoring sites [ 309PSO-Salinas River at 13th Street in Paso Robles, 309SAT-Salinas River at Highway 41 bridge, 309SUN-Salinas River u/s Nacimiento at Bradley Road, 309USA-Salinas River u/s San Ardo at the Bradley Bridge]
Temporal Representation: Data was collected over the time period 9/2/1999-12/13/2006. Salinas watershed is one of five annual rotation areas that are monitored for conventional pollutants by CCAMP staff monthly for one year. Toxicity monitoring is conducted twice during the rotation year (winter and summer) at a subset of sites.
Environmental Conditions: Staff is not aware of any special conditions that might effect interpretation of the data.
QAPP Information: All data was collected following the Standard Operating Procedures and Data Quality Objectives outlined in the SWAMP QAMP, (Puckett, 2002). QA data are included in submission. All data are flagged as appropriate.

Final Listing Decision: Do Not List on 303(d) list (TMDL required list)
Last Listing Cycle's Final Listing Decision: Do Not List on 303(d) list (TMDL required list)(2010)
Revision Status Original
Impairment from Pollutant or Pollution: Pollutant

Regional Board Conclusion: Region 3 data was not included in the 2012 Integrated Report so all decisions are carried over from the 2010 listing cycle.

Regional Board Decision Recommendation: After review of the available data and information, RWQCB staff concludes that the water body-pollutant combination should not be placed on the section 303(d) list because applicable water quality standards are not being exceeded.

State Board Staff Review of Regional Board Conclusion and Recommendation:

Region 3
Salinas River (upper, confluence of Nacimiento River to Santa Margarita Reservoir)

Pollutant: pH
Final Listing Decision: List on 303(d) list (TMDL required list)
Last Listing Cycle's Final Listing Decision: List on 303(d) list (TMDL required list)(2010)
Revision Status Original
Sources: Source Unknown
Expected TMDL Completion Date: 2021
Impairment from Pollutant or Pollution: Pollutant

Regional Board Conclusion: Region 3 data was not included in the 2012 Integrated Report so all decisions are carried over from the 2010 listing cycle.

Regional Board Decision Recommendation: After review of the available data and information, RWQCB staff concludes that the water body-pollutant combination should be placed on the section 303(d) list because applicable water quality standards are exceeded. However, geology of the eastern Salinas valley naturally contributes to the elevated pH in the Salinas River.

State Board Staff Review of Regional Board Conclusion and Recommendation:

State Board Decision Recommendation: After review of this Regional Board decision, SWRCB staff recommend the decision be approved by the State Board.
