Under section 4.1 a single line of evidence is necessary to assess listing status. Two lines of evidence, Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification for removing this water segment-pollutant combination from the section 303(d) list in the Water Quality Limited Segments category. This conclusion is based on the staff findings that: 1. The data used satisfy the data quality requirements of section 6.1.4 of the Policy. 2. The data used satisfy the data quantity requirements of section 6.1.5 of the Policy. 3. None of 51 calculated 4-day average chlorpyrifos concentrations exceeded the 4-day average chlorpyrifos criterion, and this does not exceed the allowable frequency listed in Table 4.1 of the Listing Policy. 4. None of 51 calculated 1-hour average chlorpyrifos concentrations, exceeded the 1-hour average chlorpyrifos criterion, and this does not exceed the allowable frequency listed in Table 4.1 of the Listing Policy. 5. Pursuant to section 4.11 of the Listing Policy, no additional data and information are available indicating that standards are not met.

Regional Board Decision Recommendation:	After review of the available data and information, RWQCB staff concludes that the water body-pollutant combination should be removed from the section 303(d) list because it is meeting applicable water quality standards. The readily available data and information is sufficient to determine, with the power and confidence of the Listing Policy, the applicable beneficial use support rating.

Forty-nine of 71 water samples exhibited significant toxicity. The toxicity tests included survival of Ceriodaphnia dubia, total cell count of Selenastrum capricornutum and survival of Pimephales promelas. Additionally, one of 7 sediment samples tested for toxicity to Hyalella Azteca exhibited significant toxicity. Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification against removing this water segment-pollutant combination from the CWA section 303(d) List. Seventy-six water samples were collected by the Southern San Joaquin Water Quality Coalition from the Kings River, Lower (Pine Flat Reservoir to Island Weir) and analyzed for ammonia as N. The analytical results were averaged by pollutant, sample date and sample location before they were assessed.
There are 63 dates for which ammonia as N data and pH and temperature measurements are available and for which the Criteria Maximum Concentrations (CMCs) could be calculated. Seventeen of these samples had ammonia as N levels above their respective reporting limits and none of these samples exceed their respective calculated CMCs. Another 46 samples had ammonia as N levels below their respective reporting limits; however, none of the reporting limit values exceed their respective calculated CMCs. None of the 63 assessed ammonia as N sample results exceeded their respective calculated CMCs.

This objective applies regardless of whether the toxicity is caused by a single substance or the interactive effect of multiple substances. Regional Board Conclusion:	This pollutant is being considered for placement on the CWA section 303(d) List under section 3.2 of the Listing Policy. Under section 3.2 a single line of evidence is necessary to assess listing status. One line of evidence is available in the administrative record to assess this pollutant. Twenty-four of 34 samples did not meet the minimum alkalinity concentration criterion for WARM. Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification in favor of placing this water segment-pollutant combination on the CWA section 303(d) List. This conclusion is based on the staff findings that: 1. The data used satisfies the data quality requirements of section 6.1.4 of the Policy. 2. The data used satisfies the data quantity requirements of section 6.1.5 of the Policy. 3. Twenty-four of 34 samples did not meet the minimum alkalinity concentration criterion for WARM, and this exceeds the allowable frequency listed in Table 3.2 of the Listing Policy. 4. Pursuant to section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met.

Regional Board Decision Recommendation:	After review of the available data and information, RWQCB staff concludes that the water body-pollutant combination should be placed on the section 303(d) list because applicable water quality standards for alkalinity are not being met.
