Therefore, the previous conclusion remains unchanged, and is as follows: This pollutant is being considered for placement on the Section 303(d) List under Section 3.2 of the Listing Policy. Under Section 3.2, a single line of evidence is necessary to assess listing status. Four lines of evidence are available in the administrative record to assess this pollutant. Combined, 13 of the 216 dissolved oxygen samples exceed the water quality objective. Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification against placing this water segment-pollutant combination on the Section 303(d) List in the Water Quality Limited Segments category (i.e., sufficient justification to not list). Data were divided into two categories, 1) no spawning, incubation, and emergence occurring and 2) spawning, incubation, and emergence occurring. Presence of salmonid species was determined by the KRIS West Marin-Sonoma web-based information system (KRIS 2008). Information on the timing of spawning, incubation, and emergence for Salmon Creek was not available and thus information from the neighboring Russian River Watershed was used to determine periodicity (Steiner 1996).
The DO values when no spawning, incubation, and emergence were occurring ranged from 3.5 mg/L to 14.1mg/L (3 exceedences of the objective). DO values during times of spawning, incubation, and emergence ranged from 4.5 mg/L to 17.4 mg/L (10 exceedences of the objective). Waterbody-specific factors such as riparian cover, flow conditions, and stream channel configuration also affect how nutrients are processed within the stream and play a large role in determining whether or not nuisance algal conditions will prevail. For these reasons, comparing a single nutrient value to the biostimulatory objective is not recommended. Instead, nutrient-related indicator parameters, such as diel measurements of DO, pH, and/or chlorophyll-a, should be evaluated to determine attainment of the objective and protection of beneficial uses. Therefore, the previous conclusion remains unchanged, and is as follows: This pollutant is being considered for placement on the Section 303(d) List under Section 3.2 of the Listing Policy. Under Section 3.2 a single line of evidence is necessary to assess listing status. Four lines of evidence are available in the administrative record to assess turbidity for Bodega HU, Salmon Creek HA. It should be noted that data from four additional LOEs (1763, 1749, 1756, and 1759) are re-evaluated in LOEs 31543, 31541, and 31544 respectively. Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification against placing this water segment-pollutant combination on the section 303(d) list in the Water Quality Limited Segments category (i.e., sufficient justification to not list). This conclusion is based on the staff findings that: (1) The data used satisfies the data quality requirements of Section 6.1.4 of the Policy. (2) The data used satisfies the data quantity requirements of Section 6.1.5 of the Policy. (3) At the present time, natural background turbidity levels have not been determined for this water body, and exceedence probabilities (the turbidity levels, associated with flow, that are exceeded X% of the time) have not been calculated. Thus, there is currently no appropriate evaluation guideline for this water body, and no way to determine whether the objective is being exceeded. (4) Pursuant to Section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met. |

Data Used to Assess Water Quality: | Pictures were submitted for Salmon Creek from USEPA solicitation of information. There were 6 photographs taken on January 11, 2004. This memo includes photo documentation of riparian conditions observed on Nolan Creek on January 11, 2004. Nolan Creek flows southward from Joy Ridge where it joins Thurston Creek before passing under the Bodega Hwy about 1000 feet west of Joy Road near the town of Bodega. Nolan Creek passes southward under the Bodega Hwy bridge where it joins Salmon Creek about 2000 feet south of the highway. The photographs below were taken from the Bodega Hwy at or near the Nolan Creek Bridge.
Picture 1 below shows Nolan Creek flowing away to the south toward Salmon Creek. Picture 2 above looks upstream at the pastoral landscape north of Bodega Hwy at Joy Road. Picture 3 and Picture 4 below show examples of the cattle trails and trampled, denuded stream banks that appear to provide sources of fine sediment to the tributary streams and main stem of Salmon Creek. Pictures 5 and Picture 6 below illustrate fine sediment delivery to the creeks from trampled stream banks. (North Coast RWQCB, 2004b) |

Water Quality Objective/Criterion: | Basin Plan: The suspended sediment load and suspended sediment discharge rate of surface waters shall not be altered in such a manner as to cause nuisance or adversely affect beneficial uses. Turbidity shall not be increased more than 20 percent above naturally occurring background levels. Allowable zones of dilution within which higher percentages can be tolerated may be defined for specific discharges upon the issuance of discharge permits or waiver thereof. No new information was reviewed for this current Integrated Report cycle. Therefore, the previous conclusion remains unchanged, and is as follows: This pollutant is being considered for placement on the Section 303(d) List under Section 3.2 of the Listing Policy. Under Section 3.2, a single line of evidence is necessary to assess listing status. Two lines of evidence are available in the administrative record to assess this pollutant. Combined, 2 of 211 pH samples exceed the water quality objective. Based on the readily available data and information, the weight of evidence indicates that there is sufficient justification against placing this water segment-pollutant combination on the Section 303(d) List in the Water Quality Limited Segments category (i.e., sufficient justification to not list). This conclusion is based on the staff findings that: (1) The data used satisfies the data quality requirements of Section 6.1.4 of the Policy. (2) The data used satisfies the data quantity requirements of Section 6.1.5 of the Policy. (3) Two of the 211 pH samples exceed the water quality objective, and this does not exceed the allowable frequency of 35 per the binomial distribution described in Section 3.2 of the Listing Policy. (4) Pursuant to Section 3.11 of the Listing Policy, no additional data and information are available indicating that standards are not met. |
