Amount: SAWPA -- $235,000,000 for allocation to the SAWPA for specified types of projects.
Appropriations: Subject to appropriation by the legislature.
Program Description:
This is a new program that will provide local assistance to Santa Ana Watershed Project Authority (SAWPA) for the following types of projects in the Santa Ana River Watershed:
- Basin water banking.
- Contaminant and salt removal through reclamation and desalting.
- Removal of nonnative plants, and the creation of new open space and wetlands.
- Programs for water conservation and efficiency and stormwater capture and management.
- Planning and implementation of a flood control program to protect agricultural operations and adjacent property, and to assist in abating the effects of waste discharges into waters of the State.
Historical Implementation:
The SWRCB has previously provided loan funding to SAWPA for similar types of projects.
Implementation Process/Timetable:
- May 2000--SWRCB approved a Memorandum of Understanding with SAWPA.
- June 2000--Governor signed the State Fiscal Year (FY) 2000-01 Budget, including $133 million for the Southern California Watershed Program.
- August 2000--SWRCB initiates contract with SAWPA regarding program management.
- October 2000--SAWPA provide SWRCB Priority List of Projects for (FY) 2000-01.
- FY 2000-01--SWRCB approves, as necessary, individual projects for funding.
- March 2000--SAWPA provides SWRCB Priority List of Projects for FY 2001-02.
- FY 2001-02--SWRCB approves, as necessary, individual projects for funding.
- March 2001--SAWPA provides SWRCB Priority List of Projects for FY 2002-03.
- FY 2002-03--SWRCB approves, as necessary, individual projects for funding.
