Southern California Integrated Watershed Program

The Southern California Integrated Watershed Program (SCIWP) provides $235 million in funding, under the auspicies of Proposition 13, through the waterboards to the Santa Ana Watershed Project Authroity (SAWPA) for the purpose of rehabilitating and improving the Santa Ana River Watershed. The funds may be used for the following types of projects:

  1. Basin water banking in one or more of the following basins:
    Chino, Colton, Orange County, Riverside, San Bernardino, and San
    Jacinto.
  2. Contaminant and salt removal through reclamation and desalting
    in Orange County, San Jacinto, or other basins in the watershed.
  3. Removal of nonnative plants, and the creation of new open
    space and wetlands.
  4. Programs for water conservation and efficiency and storm water
    capture and management.
  5. Planning and implementation of a flood control program to
    protect agricultural operations and adjacent property , to assist in
    abating the effects of waste discharges into waters of the state,
    consistent with the requirements of Section 13442.

SAWPA, in consultation with the Santa Ana Regional Water Quality Control Board and the waterboards, developed a project priority list through a broad-based Santa Ana River Watershed stakeholder process.

These projects will be undertaken by local public agencies operating in the Santa Ana River Watershed. Additional information can be found here.
