The State Storm Water Program requires industries with Standard Industrial Classification Codes 5015 (Motor Vehicle Parts, Used) and 5093 (Scrap and Waste materials) to obtain permits from the Regional Board.

The State Storm Water Permit requires the industries above to create a site specific Storm Water Pollution Prevention Plan (SWPPP). The SWPPP only accounts for impacts to surface water bodies. Impacts to ground water such as leaking oil sumps are not accounted for in the Storm Water Program.

Policy may need to be drafted for impacts to groundwater.
