San Diego Region - San Diego Municipal Storm Water Permit
Tentative Addendum No. 2 to Order R9-2007-0001
Pursuant to the requirements of the National Pollutant Discharge Elimination System (NPDES) permitting program, under the California Porter-Cologne Act and the federal Clean Water Act, the California Regional Water Quality Control Board (Regional Board) hereby gives notice of the following proposed actions:
Adoption of Tentative Addendum No. 2 to Order No. R9-2007-0001, NPDES Permit No. CAS0108758, Waste Discharge Requirements for Discharges of Urban Runoff from the Municipal Separate Storm Sewer Systems (MS4s) Draining the Watersheds of the County of San Diego, the Incorporated Cities of San Diego County, the San Diego Unified Port District and the San Diego County Regional Airport Authority.
Tentative Addendum No. 2 to Order No. R9-2007-0001 will extend the annual reporting deadline associated with the Illicit Discharge Detection and Elimination program component from September 30th to December 15th. This change is necessary because the program involves water quality monitoring during the dry season, defined as April 1st -September 30th. Because the current reporting requirement is on the same calendar day as the end of the dry weather season, more time is needed for reporting in order to convey information on the dry season as a whole.
Additionally, Tentative Addendum No. 2 to Order No. R9-2007-0001 will change the monitoring requirements for bioassessment in the receiving water and urban runoff monitoring and reporting program No. R9-2007-0001. This change is necessary so that the San Diego Copermittees can participate in the Storm Water Monitoring Coalition Regional Watershed Monitoring Program.

Solicitation of Public Comments
The official public review and comment period is the opportunity for interested persons to provide comment on the proposed changes to Order No. R9-2007-0001. Only comments on the Tentative Addendum No. 2 will be considered. Written comments or testimony on the proposed changes included in Tentative Addendum No. 2 should be submitted to the Regional Board as soon as possible, but no later than 5:00 PM on September 3, 2008. Please send comments directly to Christina Arias (contact information below). Only written comments or testimony received by 5:00 PM on September 3, 2008 will be provided to the Regional Board members for their consideration prior to the September 10, 2008 public hearing. The Regional Board will consider oral statements at the September 10, 2008 public hearing.
