WATER QUALITY IMPROVEMENT PLANS

A key feature of Order No. R9-2013-0001 (the Regional MS4 Permit) is that it provides an adaptive management pathway for the Copermittees to select and address the highest priority water quality issues through a non-punitive iterative process. This process is incorporated in watershed-specific Water Quality Improvement Plans. The Water Quality Improvement Plans are developed through a collaborative effort by the Copermittees in each Watershed Management Area, and other key stakeholders, including representatives from the San Diego Water Board. The Water Quality Improvement Plans include descriptions of the highest priority pollutants or conditions in a specific watershed, goals and strategies to address those pollutants or conditions, and time schedules associated with those goals and strategies. By allowing the Copermittees to expend their resources to address the highest priority issues, they will no longer be required to address “all pollutants, all of the time,” as was the premise of previous storm water permits.

Pursuant to Provision F.1.b.(1) of Order No. R9-2013-0001, the San Diego County Copermittees submitted the COMPLETE Water Quality Improvement Plans on or before June 26, 2015, as indicated for each watershed below. Written comments received by the close of the comment period on July 31, 2015 are also available below. Pursuant to Provisions F.1.b.(2) and F.1.b.(3) of Order No. R9-2013-0001, the San Diego County Copermittees submitted REVISED Water Quality Improvement Plans based on the written comments received on September 29, 2015. The REVISED Water Quality Improvement Plans are available below.

In September 2015, the San Diego Water Board reviewed each REVISED Water Quality Improvement Plan to determine if each Plan met the requirements of Provision B of Order No. R9-2013-0001. A Notice of Acceptance is issued to each Water Quality Improvement Plan when it has been accepted by the Executive Officer.

South Orange County (San Juan Hydrologic Unit)

Pursuant to Provisions B and F of the Regional MS4 Permit (Order No. R9-2013-0001, as amended), the Copermittees in Orange County have submitted the Complete South Orange County (San Juan Hydrologic Unit) Water Quality Improvement Plan (Complete Plan) and Technical Guidance Manual on April 3, 2017. The Complete Plan identifies the Priority Water Quality Conditions and Potential Water Quality Improvement Strategies for the South Orange County Watershed Management Area. The Complete Plan includes an optional alternative compliance pathway for prohibitions and limitations pursuant to Provision B.3.c, and an optional Watershed Management Analysis Assessment (WMAA) pursuant to B.3.b (4) of the Regional MS4 Permit. The WMAA develops watershed-specific requirements for structural BMP implementation pursuant to provision E.3.c (3). The WMAA includes hydromodification exemptions for specific creek reaches and potential critical coarse sediment yield production areas in the watershed management area.
