Tentative Cease and Desist Orders

    A Tentative Cease and Desist Order for the County of Alameda is being considered for violation of the Municipal Regional Stormwater Permit Trash Reduction Requirements. The Tentative Cease and Desist Order would ensure that the Permittee returns to compliance by describing actions required to meet the Permit requirements and by tracking progress toward compliance. Written comments or objections to this action must be submitted no later than November 6, 2025, by 5:00 p.m.
    A Tentative Cease and Desist Order for the City of San Leandro in Alameda County is being considered for violation of the Municipal Regional Stormwater Permit Trash Reduction Requirements. The Tentative Cease and Desist Order would ensure that the Permittee returns to compliance by describing actions required to meet the Permit requirements and by tracking progress toward compliance. Written comments or objections to this action must be submitted no later than November 6, 2025, by 5:00 p.m. A Tentative Cease and Desist Order for the City of Pittsburg in Contra Costa County is being considered for violation of the Municipal Regional Stormwater Permit Trash Reduction Requirements. The Tentative Cease and Desist Order would ensure that the Permittee returns to compliance by describing actions required to meet the Permit requirements and by tracking progress toward compliance. Written comments or objections to this action must be submitted no later than November 6, 2025, by 5:00 p.m. A Tentative Cease and Desist Order for the City of Richmond in Contra Costa County is being considered for violation of the Municipal Regional Stormwater Permit Trash Reduction Requirements. The Tentative Cease and Desist Order would ensure that the Permittee returns to compliance by describing actions required to meet the Permit requirements and by tracking progress toward compliance. Written comments or objections to this action must be submitted no later than November 6, 2025, by 5:00 p.m. A Tentative Cease and Desist Order for the City of Vallejo and Vallejo Flood and Waste Water District in Solano County is being considered for violation of the Municipal Regional Stormwater Permit Trash Reduction Requirements. The Tentative Cease and Desist Order would ensure that the Permittee returns to compliance by describing actions required to meet the Permit requirements and by tracking progress toward compliance. Written comments or objections to this action must be submitted no later than November 6, 2025, by 5:00 p.m. A Tentative Cease and Desist Order for the City of Daly City in San Mateo County is being considered for violation of the Municipal Regional Stormwater Permit Trash Reduction Requirements. The Tentative Cease and Desist Order would ensure that the Permittee returns to compliance by describing actions required to meet the Permit requirements and by tracking progress toward compliance. Written comments or objections to this action must be submitted no later than November 6, 2025, by 5:00 p.m.

Alleged Violation: Effluent limitation violations, late reporting violations, order nuisance, and failure to comply with 13383 Order.
Proposed Penalty: $734,000
