In-Water Vessel Hull Cleaning Best Management Practice Fact Sheet
The U.S. Environmental Protection Agency’s 2008 and 2013 Vessel General Permits prohibit in-water hull cleaning in California unless conducted using Best Available Technology (BAT) as determined by California State Water Resources Control Board staff. Since they have not yet determined BAT for in-water hull cleaning, San Francisco Bay Regional Water Quality Control Board staff have prepared this interim best management practice (BMP) for in-water hull cleaning. Conditional Waiver of Waste Discharge Requirements for Grazing Operations in the Napa River and Sonoma Creek Watersheds
The Water Board is the lead agency for the adoption of the Conditional Waiver of Waste Discharge Requirements for Grazing Activities in the Napa River and Sonoma Creek Watersheds (Conditional Waiver of WDRs) under the California Environmental Quality Act (CEQA).

Prior to the Board’s consideration of the Conditional Waiver of WDRs itself, CEQA requires that the Board consider adoption of a Mitigated Negative Declaration or other CEQA document. By adopting a Mitigated Negative Declaration document, the Board will certify that adoption of the Conditional Waiver of WDRs will not cause environmental impacts.

The Draft Mitigated Negative Declaration was circulated for a 36 day public review, from June 20 to July 26, 2011.
