WHEREAS:

1. The State Water Resources Control Board (SWRCB) served as lead agency for preparation of an initial study and preparation of a programmatic mitigated negative declaration for statewide general waste discharge requirements (WDRs) for discharges to land by small domestic wastewater treatment systems.

2. The initial study and programmatic mitigated negative declaration were circulated for public review.

3. No comments on the initial study or the programmatic mitigated negative declaration were received during the public review period.

4. The SWRCB has considered the initial study and the programmatic mitigated negative declaration.

5. The SWRCB concludes that, if the WDRs are complied with, there is no substantial evidence that discharges to land from small domestic systems will have a significant effect on the environment.

THEREFORE BE IT RESOLVED THAT:

The SWRCB approves the programmatic mitigated negative declaration for the project which will be authorized by adoption of the statewide general WDRs for discharges to land by small domestic systems.

The undersigned, Administrative Assistant to the Board, does hereby certify that the foregoing is a full, true, and correct copy of a resolution duly and regularly adopted at a meeting of the State Water Resources Control Board held on November 18, 1997.
