The Land Disposal program regulates discharge of waste to land for treatment, storage, or disposal in waste management units. Waste management units include waste piles, surface impoundments, land treatment units, and landfills. California Code of Regulations (CCR), Title 27, contains the regulatory requirements for discharges of non-hazardous wastes to land. The regulations for discharges of hazardous wastes to land are contained in CCR Title 23, Chapter 15
