Initial Development

In January 2006, the Central Valley Water Board and the State Water Board held a joint workshop to receive information on salinity in the Central Valley and the CV-SALTS initiative was born. At the end of the workshop, the State Water Board chair Tam Doduc asked Central Valley Water Board Member Karl Longley to develop recommendations on how to proceed. Central Valley Water Board Members Longley and Dan Odenweller formed a subcommittee to take on this task and invited representatives from several key stakeholder groups to participate in meetings. Water Board management and staff were also involved. Board Member Longley presented recommendations at the May 2006 State Water Board meeting and received authorization to proceed with the CV-SALTS initiative.  Following the May meeting, the Central Valley Salinity Policy Group, which later became the Central Valley Salinity Leadership Group, was developed and held its first meeting in November  2006. At that meeting, the committees of the Policy Group (Executive, Technical Advisory, Social and Economic Impact, and Public Education and Outreach) were established.

May 2006 State Water Board Meeting

Central Valley Water Board Members Karl Longley and Dan Odenweller presented to the State Water Board on 2 May 2006 an overview report and a proposal for the development of a Salinity Management Plan for the Central Valley.

March 2006 Central Valley Water Board Meeting

On 16 March 2006 the Central Valley Water Board adopted Resolution No. R5-2006-0024 requesting the State Water Board to continue to work with the Central Valley Water Board. The joint effort to explore the salinity issue in California's Central Valley includes the allocation of funds for continued public outreach and an economic analysis.

January 2006 Joint Central Valley Water Board – State Water Board Public Workshop

The Central Valley Water Board and the State Water Board held a joint public workshop on 31 January 2006 to gather information, receive comments, and hear a report from Central Valley Water Board staff on the comprehensive issue of salinity accumulation in the waters of California's Central Valley. Subsequent to this public workshop, the Central Valley Water Board and State Water Board jointly agreed there was a need to continue to explore this issue. This report, prepared in support of an information item on salinity Issues in the Central Valley, was presented at the September 2005 meeting of the Central Valley Water Board. It provides an overview of the salinity impairment of surface and groundwater in the Central Valley.
