In this revised draft technical report, Central Valley Water Board incorporated some of the minor comments received from stakeholders following the 11 March 2010 presentation of the original draft report to a joint meeting of the CV-SALTS Executive and Technical Advisory Committees. Those comments not addressed in this revised draft report will be addressed by the Lower San Joaquin River Committee of CV-SALTS, which has taken over the responsibility for developing the science and policy needed to modify the basin plan.

In this draft technical report, Central Valley Water Board staff present site-specific data for the lower San Joaquin River as well as application of a steady-state soil salinity model, using the approach of Dr. Glenn J. Hoffman (2010). Though staff presents modeling results for consideration, actual selection of protective salinity thresholds includes a number of policy considerations such as effective rainfall, selection of most sensitive crop to salinity, yield, water uptake model, and leaching fraction. Model results presented in the technical Report may serve as technical input as part of the Basin Planning process which will ultimately be subject to its own public review and comment period.- Comment letter received by the Regional Board prior to 19 May 2010:
