Section 303(d) of the Clean Water Act requires the identification of water bodies that do not meet, or are not expected to meet, water quality standards (i.e., impaired water bodies). The affected water body, and associated pollutant or stressor, is then prioritized in the 303(d) List. The Clean Water Act further requires the development of a Total Maximum Daily Load (TMDL) for each listing.  In 2008, California began integrating the 303(d) List of Impaired Waters and the 305(b) Water Quality Assessment Report into a single report (Integrated Report).  This Integrated Report will satisfy the requirements of both CWA Sections 303(d) and 305(b). 

The California 2008-2010 Integrated Report was approved by the State Water Board on 4 August 2010 and approved by USEPA on 11 October 2011. For questions or additional information, please contact Joseph Simi at (916) 464-4833 or by email at jsimi@waterboards.ca.gov.

2008 - 2010 303(d) List of Water Quality Limited Segments – The CURRENT 303(d) List

Statewide 2008 - 2010 303(d) List

On 12 November 2010, USEPA approved California’s 2008-2010 Section 303(d) List of Impaired Waters and disapproved the omission of several water bodies and associated pollutants that meet federal listing requirements.  On October 11, 2011, USEPA issued its final decision regarding the waters USEPA added to the State’s 303(d) list.  USEPA provided public notice and solicited public comment on its identification of additional water bodies and associated pollutants for inclusion on California's List.  The final list of water bodies that EPA is adding to California's list of water quality limited segments still requiring a TMDL includes all the water bodies and associated pollutants identified in USEPA's November 12, 2010 letter, with the exception of San Joaquin River (Mendota Pool to Bear Creek) for electrical conductivity.

2012 Integrated Report – 303(d) List & 305(b) Report

Data and Information Submittal Period for the 2012 Integrated Report Closed 30 August  2010

The State Water Resources Control Board closed the data and information solicitation period for the 2012 Integrated Report on 30 August 2010.  A notice was sent out on 14 January 2010 noticing the start of the 2012 Integrated Report [303(d) List & 305(b)] Report solicitation period for interested persons to submit data and information regarding the water quality conditions in surface waters of California.
State and Regional Water Board staff are in the process of evaluating the data and information that was submitted for 303(d) and 305(b) purposes.
