Approved Backflow Prevention Assemblies
Prior to July 1, 2024, title 17 of the California Code of Regulations required backflow prevention assemblies, also known as backflow prevention devices, to be laboratory and field tested by an organization which had demonstrated its competency to the Division of Drinking Water. On July 1, 2024, the Cross Connection Control Policy Handbook (CCCPH) came into effect which updated the cross-connection control and backflow prevention standards for public water systems. As part of the CCCPH coming into effect the title 17 regulations related to cross-connection control and backflow prevention were repealed.
The CCCPH includes new standards for which backflow prevention assemblies must comply with in order to be used as part of a public water system. Organizations which provide the necessary laboratory and field evaluation tests which meet the CCCPH standards can be found on the Cross-Connection Control Policy Handbook (CCCPH) | State Water Resources Control Board. For any outstanding questions you may email backflow@waterboards.ca.gov.

Extremely Impaired Sources
A revised Process Memo 97-005-R2020 has been issued by the DDW along with a User Guide which is the result of a collaborative effort and is produced as a public service by the Coalition for Environmental Protection Restoration and Development. Not every circumstance can be covered by written guidance. This User Guide is designed to provide a starting point and common frame of reference to help applicants and reviewers alike navigate the 97-005 permit process effectively. You are encouraged to be familiar with both documents.
