Notice Of Public Hearing California Regional Water Quality Control Board San Diego Region - April 9, 2008

Pursuant to the requirements of the National Pollutant Discharge Elimination System (NPDES) permitting program for the discharge of wastewater to navigable waters, the California Regional Water Quality Control Board, San Diego Region (Regional Board) intends to consider the adoption of waste discharge requirements for the following dischargers:

  1. NPDES Permit Reissuance: Waste Discharge Requirements for BAE Systems San Diego Ship Repair Inc. (formerly called Southwest Marine), San Diego County. This is a shipyard adjacent to San Diego Bay. (Tentative Order No. R9-2008-0048, NPDES Permit No. CA0109151)
  2. NPDES Permit Reissuance: Waste Discharge Requirements for Continental Maritime of San Diego, Inc., San Diego County. This is a shipyard adjacent to San Diego Bay. (Tentative Order No. R9-2008-0049, NPDES Permit No. CA0109142)
  3. NPDES Permit Reissuance: Waste Discharge Requirements for National Steel & Shipbuilding Company (NASSCO), San Diego County. This is a shipyard adjacent to San Diego Bay. (Tentative Order No. R9-2008-0050, NPDES Permit No. CA0109134)

These shipyardsare existing ship construction, modification, repair, or maintenance facilities located on the eastern waterfront of central San Diego Bay in San Diego, California.

Operations at these shipyards generate or have the potential to generate discharges of waste to San Diego Bay. The waste discharges may cause a loss of designated beneficial uses of the receiving water. The discharges may include industrial process water and/or storm water contaminated with abrasive blast material, paint, oils, lubricants, fuels, or solvents.

The Regional Board wishes to obtain information to assist it in determining the proper requirements for the above dischargers. A public hearing will be held by the Regional Board to consider the proposed action.

The public hearing is scheduled to begin at 9:00 A.M. on Wednesday, May 14, 2008 at the following location:

Interested persons are invited to attend to express their views on the above item. Oral statements will be heard but for accuracy of the record all important testimony should be in writing. To ensure that the Regional Board has the opportunity to fully study and consider written material, comments should be received in the Regional Board's office no later than 5:00 P.M. on Wednesday, April 30, 2008. Written comments received after 5:00 P.M. on Wednesday, May 7, 2008, will not be considered by the Regional Board. Oral presentations at the Regional Board public hearing should be brief to allow all interested parties time to be heard.
