UST Program Activities

California has been regulating underground storage tanks (USTs) containing hazardous substances since 1983, applying federal and state laws, regulations and policies. The State Water Resources Control Board (SWRCB) is the designated lead regulatory agency for the development of UST regulations and policy. The three primary elements of the UST Cleanup Oversight Program are prevention, cleanup oversight under authority of Water Code section 13304 and pursuant to State regulations [CCR Title 23 Chapter 16], and cleanup reimbursement by the SWRCB UST Cleanup Fund. The Regional Board UST Program provides technical and regulatory oversight for the investigation and cleanup of sites impacted by leaking USTs, and develops regional guidance on implementing the policies and procedures of the SWRCB. The San Diego Region includes three county local oversight program (LOP) agencies under contract with the SWRCB (San Diego County, Orange County, Riverside County), which oversee investigation and cleanup at many leaking UST cases in the San Diego Region. Pursuant to their contracts with the SWRCB, the LOP agencies are required to coordinate their oversight with the Regional Boards.
