Basin Plan Amendments: Recreation Standards for Inland Fresh Surface Waters

Submitted Monitoring Plan for the Combined Recreational Standards Basin Plan Amendment and the Middle Santa Ana River Bacterial Indicator TMDL Programs

The Middle Santa Ana River Bacterial Indicator TMDL Task Force and the stakeholders responsible for establishing the monitoring program for the Basin Plan revisions  that resulted from the recently USEPA-approved Recreational Standards Basin Plan Amendment (R8-2012-0001) have proposed to combine the required sampling tasks from those two programs under a unified Regional Bacteria Monitoring Plan.  That Regional Bacteria Monitoring Plan and the accompanying Quality Assurance Protection Plan (QAPP) have been submitted and will be considered for adoption by the Santa Ana Regional Board at the regularly scheduled March 11, 2016 meeting that will take place at the Loma Linda City Council Chambers. 

U.S. Environmental Protection Agency, Region IX:

On April 8, 2015, the U.S. Environmental Protection Agency, Region IX issued a decision letter approving parts of the amendments and disapproving others. (Decision Letter)

OAL Approval:

The amendments and associated administrative record were submitted to OAL in May, 2014. OAL approved the regulatory provisions of the amendments OAL on July 2, 2014. (Approval Letter)

State Water Board Approval:

At their January 21, 2014 meeting, the State Water Resources Control Board adopted Resolution No. 2014-0005, approving amendments to the Water Quality Control Plan for the Santa Ana River Basin (Basin Plan) that revise recreational standards for inland fresh surface waters in the Region. The Regional Board had adopted these amendments under Resolution No. R8-2012-0001 on June 15, 2012. The amendments must be approved by the Office of Administrative Law (OAL) and the United States Environmental Protection Agency (USEPA) to become effective.
