Fourth Draft - Proposed Orange County Municipal NDPES Storm Water Permit (Draft Order No. R8-2016-0001)

NOTICE OF EXTENSION OF COMMENT PERIOD ON THE DRAFT ORANGE COUNTY MUNICIPAL SEPARATE STORM SEWER SYSTEM (MS4) PERMIT - Regional Board staff is extending the comment period on the draft Orange County MS4 Permit.  Comments will now be accepted through November 22, 2016.  For more information, please see the initial Notice below:

  • NOTICE OF OPPORTUNITY FOR PUBLIC COMMENT FOR THE FOURTH DRAFT ORANGE COUNTY MS4 PERMIT Regional Board staff is accepting public comments on the Fourth draft Orange County Municipal Separate Storm Sewer System (MS4) Permit, NPDES Permit No. CAS618030. Comments will only accepted on the redline version of the fourth draft permit. Comments will be accepted beginning on August 24, 2016 through September 23, 2016. Written public comments were previously solicited for the First, Second, and Third Drafts of the Orange County Permit, with the public comment period for the First Draft Orange County MS4 Permit running between May 4, 2014 and June 20, 2014, the public comment period for the Second Draft Orange County MS4 Permit running between December 22, 2014 and February 13, 2015, and the public comment period for the Third Draft Orange County MS4 Permit running between October 23, 2015 and December 7, 2015. Two earlier public workshops were held on May 19, 2014 and on January 30, 2015.

Please be advised that only comments on the changes from the Third Draft Orange County MS4 Permit, as reflected in the redline version of the Fourth Draft Orange County Permit shall be accepted.

Written comments should be submitted electronically to the attention of Barbara Barry. Documents that are less than 25MB should be e-mailed to santaana@waterboards.ca.gov. Documents that are 25MB or more should be transmitted on CD or DVD and mailed to the Santa Ana Regional Water Quality Control Board, Attn: Barbara Barry at 3737 Main Street, Suite 500, Riverside, CA 92501. Paper submittals are discouraged but may be mailed to the address provided or sent via facsimile to (951) 781-6288.   • NOTICE OF PUBLIC WORKSHOP - Regional Board staff held a Public Workshop to present the THIRD Draft Orange County Municipal Separate Storm Sewer System (MS4) Permit on Thursday, November 5, 2015 at the Irvine Ranch Water District at 15600 Sand Canyon Avenue in the City of Irvine.   • NOTICE OF OPPORTUNITY FOR PUBLIC COMMENT FOR THE THIRD DRAFT ORANGE COUNTY MS4 PERMIT Regional Board staff is accepting public comments on the THIRD draft Orange County Municipal Separate Storm Sewer System (MS4) Permit, NPDES Permit No. CAS618030. Because of previous opportunities to comment, comments on the THIRD draft will be accepted only on those changes in strike-out and underline, on the new Attachment A, and on changes related to State Water Resources Control Board Order WQ 2015-0075. Comments will be accepted beginning on October 23, 2015 through December 7, 2015. Written public comments were previously solicited for the First and Second Drafts of the Orange County MS4 Permit, with the public comment period for the First Draft Orange County MS4 Permit running between May 4, 2014 and June 20, 2014 and the public comment period for the Second Draft Orange County MS4 Permit running between December 22, 2014 and February 13, 2015. Model WQMP and Technical Guidance Document

At the March 22, 2011 Regional Board meeting, the Regional Board took public comment on the second draft of the updated Model Water Quality Management Plan (Model WQMP), Technical Guidance Document (TGD) and supporting documents that had been submitted by the County of Orange, on the behalf of the permittees under Order No. R8-2009-0030 (as amended by Order No. R8-2010-0062), as well as an Errata Sheet that had been prepared by Regional Board staff.

At the conclusion of the public comments, the Regional Board directed the Executive Officer to consider the comments that were received and to approve the Model WQMP, TGD and supporting documents as modified by the Errata Sheet and as further modified by the Executive Officer to address, as appropriate, any remaining concerns and any inconsistencies.

On May 19, 2011, The Executive Officer approved the March 22, 2011 Draft Model WQMP, TGD and supporting documents as modified by the May 17, 2011 Errata Sheet. (see below)
