Proposed Administrative Civil Liability Settlement Agreement with Alpine View Estates, Tahoe Vista, Placer County

Overview

Alpine View Estates LLC (Discharger) submitted a Notice of Intent for coverage under the General Waste Discharge Requirements and National Pollutant Discharge Elimination System General Permit for Storm Water Discharges Associated with Construction Activity in the Lake Tahoe Hydrologic Unit, Counties of Alpine, El Dorado, and Placer, Order No. R6T-2016-0010 (General Permit) for the Alpine View Estates construction site at 6731 North Lake Boulevard, Tahoe Vista (construction project).

The Lahontan Water Board's Prosecution Team alleges that Alpine View Estates LLC violated the General Permit by failing to maintain inspection reports and not conducting daily inspection by a Qualified Storm Water Pollution Prevention Plan (SWPPP) Practitioner (QSP) or a QSP-Trained delegate.

To settle the alleged violations, the Lahontan Water Board's Prosecution Team and Alpine View Estates, LLC have agreed to the imposition of an administrative civil liability of $156,000, payable to the State Water Resources Control Board's Cleanup and Abatement Account.

The proposed settlement agreement is now available for a 30-day public comment period. Comments are due by September 9, 2026 and may be submitted via email to RB6-Lahontan@waterboards.ca.gov.
