Beach Road Sea Wall Stabilization Project

The San Francisco Regional Water Quality Control Board is currently reviewing an application for the following project for water quality certification under Section 401 of the Clean Water Act. Project Name: Beach Road Sea Wall Stabilization Project

Project Description: Wave erosion, undermining and settlement have compromised the structural stability of the seawall on Beach Road, which is a critical access route for traffic and utilities in the City. The Beach Road Stabilization Project (BRSP) would use sheet piles to stabilize the existing sea wall between Main Street and the footing repairs made in 2019. Soils comprising the levee upon which Beach Road was constructed consist primarily of layers of intermixed sands and bay mud, deposited during the dredging process when Belvedere Lagoon and adjacent levees were created. In the event of an earthquake these layers would be prone to liquefac-tion, causing the levees to deform. In addition to protecting the toe of the seawall from further wave erosion and undermining, the new sheet piles would counteract this effect and stabilize the Beach Road levee to maintain road access for emergency vehi-cles and the essential utilities that serve Belvedere.
