  • Notice of Availability- Tentative Order No. R9-2019-0011 proposes to issue Waste Discharge Requirements to Bel Air Murrieta, LLC for the discharge of fill material from the Bel Air Apartment Homes (Murrieta 196) Project (Project) to an unnamed 1.40-acre isolated wetland (pond), tributary to the Warm Springs Creek located south of Murrieta Hot Springs Road, east of Via Princessa, and north of Calle Del Lago, Murrieta, CA.   • Notice of Availability - Tentative Investigative Order No. R9-2019-0007 proposes to direct the cities of Menifee, Murrieta, Temecula, and Wildomar, the counties of San Diego and Riverside, the Riverside Flood Control and Water Conservation District, and the United States Marine Corps Base Camp Pendleton to design and implement a water quality improvement monitoring and assessment program for eutrophic conditions in the Santa Margarita River Estuary and Watershed. The San Diego Regional Water Quality Control Board (San Diego Water Board) will receive written comments on the Tentative Investigative Order. The public comment period has been extended. All written comments regarding the Tentative Investigative Order must be received no later than 5:00 p.m. on Thursday, November 15, 2018, to be considered by the San Diego Water Board.   • Notice of Availability - Tentative Investigative Order No. R9-2018-0021 proposes to direct the City of San Diego, the City of Santee, the City of El Cajon, the City of La Mesa, the County of San Diego, the San Diego County Sanitation District, Padre Dam Municipal Water District, Ramona Municipal Water District, San Diego State University, Metropolitan Transit System, and California Department of Transportation to submit technical and monitoring reports to identify and quantify the sources and transport pathways of human fecal material to the San Diego River Watershed. The San Diego Water Board has postponed its consideration to adopt the Tentative Investigative Order at the San Diego Water Board meeting on August 8, 2018. Interested persons may submit written comments on the Tentative Investigative Order during the public comment period in person, by e-mail (SanDiego@waterboards.ca.gov), or by mail (2375 Northside Drive, Suite 100, San Diego, CA 92108-2700) to the attention of Ms. Laurie Walsh.   • Notice of Availability - Tentative Investigative Order No. R9-2018-0056 proposes to direct the USIBWC to submit technical reports pertaining to an investigation of pollution, contamination, and nuisance from transboundary flows in the Tijuana River Valley. The San Diego Water Board accepted public comments on the Tentative Investigative Order from March 16, 2018 through April 2, 2018 and subsequently made revisions to the Tentative Investigative Order. Some of the revisions are merely minor edits, relocation of text, and reformatting; all substantive revisions are shown in redline/strikethrough in the current version below. On March 16, 2018, the USIBWC and all interested stakeholders, including members of the general public, were invited to submit written comments limited to the substantive revisions to Tentative Investigative Order No. R9-2018-0056. Comments on the substantive revisions were due by May 18, 2018 at 5:00 p.m. No comments on the substantive revisions were submitted to the San Diego Water Board.

  • Notice of Availability - Tentative Order No. R9-2016-0002 proposes to reissue National Pollutant Discharge Elimination System (NPDES) Permit No. CA0001350 for Cabrillo Power I LLC, Encina Power Station for wastewater discharges to the Pacific Ocean, a Water of the US, and Tentative Order No. R9-2016-0007 proposes to establish interim requirements and a time schedule to comply with requirements established in Order No. R9-2016-0002. The San Diego Water Board intends to consider adoption of these Tentative Orders at the San Diego Water Board meeting on a future date (TBD).
