The written comment period provides an opportunity for interested parties to comment on the above documents. All written comments regarding the above documents must be received no later than 5:00 p.m. on June 20, 2025, to be considered by the San Diego Water Board. - Notice of Public Review and Written Comment Period for Tentative Order No. R9-2025-0052. On May 19, 2025, the California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) released Tentative Order No. R9-2025-0052, Settlement Agreement and Stipulation for Entry of Administrative Liability in the Matter of International Industrial Park, Inc., Statewide NPDES Construction Storm Water Permit, (Tentative Order) for public review and comment. The Tentative Order is a stipulated administrative civil liability Order to settle liability associated with alleged violations of the Statewide NPDES Construction Storm Water Permit during the construction of the 170-acre International Industrial Park project located north of Otay Mesa Road, west of Alta Road and just south of the Richard J. Donovan Correctional Facility in San Diego County during the period of June 2023 through January 2024. To resolve the violations described in the Tentative Order without formal administrative proceedings, the San Diego Water Board’s Prosecution Team and International Industrial Park, Inc. (Parties) reached a settlement and agreed to the imposition of an administrative civil liability in the amount of $102,789. - Notice of Written Comment Period and Hearing for Tentative Order No. R9-2025-0010. On March 20, 2025, the California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) released Tentative Order No. R9-2025-0010, Settlement Agreement and Stipulation for Entry of Administrative Liability in the Matter of City of San Diego, January 2023 Sanitary Sewer Overflow (Tentative Order) for public review and comment. The Tentative Order is a stipulated administrative civil liability Order to settle liability associated with a sanitary sewer system overflow that occurred from the City of San Diego’s sanitary sewer collection system on January 16, 2023. The overflow resulted in a discharge of approximately 9.8 million gallons of untreated sewage into north San Diego Bay and the San Diego River. To resolve the violations described in the Tentative Order without formal administrative proceedings, the San Diego Water Board’s Prosecution Team and the City of San Diego (Parties) reached a settlement and agreed to the imposition of an administrative civil liability in the amount of $11,419,608. On March 20, 2025, the California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) released Tentative Order No. R9-2025-0053, Settlement Agreement and Stipulation for Entry of Administrative Liability in the Matter of City of San Diego, March 2023 Sanitary Sewer Overflow (Tentative Order) for public review and comment. The Tentative Order is a stipulated administrative civil liability Order to settle liability associated with a sanitary sewer system overflow that occurred from the City of San Diego’s sanitary sewer collection system on March 24, 2023. The overflow resulted in a discharge of 3,725 gallons of untreated sewage into Lake Hodges, a drinking water reservoir. To resolve the violations described in the Tentative Order without formal administrative proceedings, the San Diego Water Board’s Prosecution Team and the City of San Diego (Parties) reached a settlement and agreed to the imposition of an administrative civil liability in the amount of $35,045. On March 18, 2025, the California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) released Tentative Order No. R9-2025-0048, An Order Rescinding Order Nos. 86-41, 93-124, 94-23, and R9-2009-0051 Reclamation Requirements for California Department of Transportation, La Costa Hotel and Spa, Vista Irrigation District, and Western Municipal Water District - Murrieta Division (Tentative Order) for public review and comment. Blom Point Loma Wastewater Treatment Plant Discharge to the Pacific Ocean through the Point Loma Ocean Outfall (Tentative Order/Permit) and USEPA’s Tentative Decision Document (TDD) on the City of San Diego’s (City’s) request for a waiver from secondary treatment requirements pursuant to Clean Water Act section 301(h).
