Notifications

A. The State Water Quality Coordinating Committee will be meeting at 10:00 a.m. on April 24 and 8:30 a.m. on April 25 at the Cal/EPA building, Sierra Hearing Room, 1001 I Street, Sacramento, California. A quorum of the State Water Resources Control Board and each of the California Regional Water Quality Control Boards may be in attendance. B. 30-day notice: Pursuant to California Code of Regulations, Title 23, Chapter 16, Article 11, §2728, the California Regional Water Quality Control Board, San Diego Region (Regional Board) is providing public notification of our intent to issue a no further action letter for a leaking underground storage tank (UST) case. The Regional Board intends to issue a no further action letter to the Escondido School District for an unauthorized release of petroleum fuel wastes at San Pasqual High School located at 3300 Bear Valley Parkway in Escondido. Since 1997, petroleum fuel wastes have naturally attenuated and most constituents of concern, except for benzene, are currently at concentrations below water quality objectives. Based upon the existing information, the residual concentrations of fuel constituents do not pose a threat to human health or the environment, the residual concentration of benzene is expected to naturally attenuate at an acceptable rate, and the unauthorized release case may be closed. Provided no significant issues arise during the public notification period, the Regional Board will issue a no further action letter in late May 2006. (Sue Pease)

C. Site Mitigation and Cleanup Unit plans to concur with the proposed no further action in the "Final Corrective Action Plan for Remediation of Underground Storage Tank Site 53502-2, Marine Corps Base, Camp Pendleton" (CAP) pending completion of the 30-day public notification period. An unauthorized release of petroleum hydrocarbons, heating oil, resulted in the contamination of approximately 483 cubic yards or soil. Initial ground-water sampling indicated that ground water was also impacted, however, one year of quarterly ground-water monitoring from four permanent monitoring wells did not confirm the initial conclusion. As an interim action measure (IRAM) approximately 383 cubic yards of contaminated soil was removed, and an estimated 100 cubic yards remains beneath: utilities that traverse the release area, and an existing loading dock. Due to the initial detections of petroleum hydrocarbons in the ground water the CAP recommends no further remedial action and closure of the site under existing conditions as a "Low Risk Ground Water Case". Case files, reports, and the CAP are available for public review at the San Diego Regional Water Quality Control Board (RWQCB) office. The inclusion of this public notice as part of the RWQCB meeting notice fulfills the agency's obligation for public notification of the CAP document referenced above. (Beatrice Griffey)

D. On March 14, 2006, the Regional Board Executive Officer issued Water Quality Investigation Order No. R9-2006-0044 (Order) to the City of San Marcos (City). Between the years 1948 to 1968, the County of San Diego owned, operated, and discharged wastes into the Linda Vista Landfill. The County sold the property to the City of San Marcos, which subsequently redeveloped the property into a park (Bradley Park) for recreational uses. During compliance inspections in 2005, the Regional Board staff observed exposed wastes in a creek bed and discharges of liquids from the landfill into a nearby tributary to San Marcos Creek. The Order requires the City to initiate an Evaluation Monitoring Program (pursuant to CCR Title 27, section 20425) to investigate the extent and impacts from discharges of waste constituents to groundwater, surface waters and as soil vapors from the Bradley Park/Linda Vista Landfill.
