The San Diego Water Board intends to authorize the Final Record of Decision (RoD) for Installation Restoration Site 5 Unit 2, Naval Air Station North Island, San Diego, California. The RoD presents the selected remedy for Installation Restoration Site 5 Unit 2. The selected remedy includes monitored natural attenuation with institutional controls for soil and groundwater contamination at IR Site 5 Unit 2. In selecting this remedy for IR Site 5 Unit 2, the Department of Navy has determined that the site will be protective of human health and the environment and will comply with Federal and State Requirements. The 30-day public notification period ends on December 20, 2017. Any comments provided during the public notification period regarding this site will be considered the by the San Diego Water Board. The San Diego Water Board intends to issue a clean-closure letter for cleanup of waste from the Water Tank Ravine Burnsite (Burnsite) and properties in the Sun Valley Community. The purpose of clean-closure is to render the Burnsite (including all surrounding environs contaminated by waste released from the landfill) no longer capable of posing a threat to human health and water quality. This public notice fulfills the San Diego Water Board's obligation to inform the public of completed corrective actions at the Burnsite and Sun Valley Community. The 60-day public notification period ends on November 22, 2017. Any comments provided during the public notification period regarding this site will be considered by the San Diego Water Board. The San Diego Water Board is preparing Tentative Order No. R9-2017-0109, Master Recycling Permit for the United States Marine Corps Base Camp Pendleton, Southern Regional Tertiary Treatment Plant, San Diego County. The San Diego Water Board is complying with the requirements of the California Environmental Quality Act (CEQA) for developing the Tentative Order by relying on federal environmental documents prepared for the United States Marine Corps. The Federal documents consist of the Final Environmental Impact Statement for Basewide Utilities Infrastructure (EIS, September 2010), the Final Supplemental Environmental Assessment for Reclaimed Water and Wastewater Conveyance Modifications, MILCON P-1046 Marine Corps Base Camp Pendleton, California (SEA, September 2013), and the MILCON P-1046 Part B, Continuing Environmental Review Statement 1 (CERS, September 16, 2016). The San Diego Water Board has issued a Notice of Applicability (NOA) to the U.S. Navy to enroll an onsite wastewater treatment system (OWTS) located on the Silver Strand Training Complex South (SSTC-S) within the Naval Base Coronado, San Diego County in Order WQ 2014-0153-DWQ, General Waste Discharge Requirements for Small Domestic Wastewater Treatment Systems (General Order). The San Diego Water Board complied with the requirements of the California Environmental Quality Act (CEQA) for issuing the NOA by relying on Final Naval Base Coronado Coastal Campus Environmental Impact Statement (EIS) prepared by the US Navy.
