Notice of Availability - Tentative Order Addendum No. 1 to Order 2000-54, Addendum to Waste Discharge Requirements for Las Pulgas Landfill at Marine Corps Base, Camp Pendleton

On February 24, 2006 the Regional Board issued Cleanup and Abatement [ Order R9-2006-0016 ] to the U.S. Marine Corps (USMC) in response to defects in the waste containment system at the Phase 1 expansion Unit of the Las Pulgas Landfill. Additional information on the condition of the Phase 1 Unit waste containment system and history of Regional Board enforcement actions is available from the Technical Staff Report for Order R9-2006-0016.

On December 26, 2006, the USMC submitted a Corrective Action Plan (CAP) in compliance with Order R9-2006-0016. The CAP is available on-line from the GeoTracker database.

On February 23, 2007, the Regional Board rejected the CAP as being deficient and issued a letter containing the results of our technical review of the CAP [ RWQCB Response ].

On April 13, 2007, the Regional Board issued Addendum No. 1 to CAO R9-2006-0016 (and an Addendum 1 Technical Staff Report) to the USMC. The addendum establishes a compliance date for the USMC to provide the Regional Board with a replacement CAP for the Phase 1 Unit at the Las Pulgas Landfill. The USMC issued a press release related to the Las Pulgas Landfill.
