The California Regional Water Quality Control Board, San Diego Region (San Diego Water Board), adopted Order No. R9-2015-0001, an Order Amending Order No. R9-2013-0001, National Pollutant Discharge Elimination System (NPDES) Permit and Waste Discharge Requirements For Discharges From The Municipal Separate Storm Sewer Systems (MS4s) Draining The Watersheds Within The San Diego Region at its February 11, 2015 Board Meeting. Final Amended Order No. R9-2013-0001 and Fact Sheet identifies specific changes made to Order No. R9-2013-0001 and Attachments in blue underline and red-strikeout text. The conformed copy of Order No. R9-2013-0001 and Fact Sheet incorporates all adopted changes.

Notice of Public Hearing and Revised Tentative Order No. R9-2015-0001

The San Diego Water Board is scheduled to hold a Public Hearing on February 11, 2015 to consider adoption of Tentative Order No. R9-2015-0001, An Order Amending Order No. R9-2013-0001, the Regional Municipal Separate Storm Sewer System (MS4) Permit for the San Diego Region.

Tentative Order No. R9-2015-0001 and Request for Comments

The San Diego Water Board is considering amending the Regional Municipal Separate Storm Sewer System (MS4) Permit for the San Diego Region to incorporate the County of Orange, several Incorporated Cities of South Orange County, and the Orange County Flood Control District as Copermittees.  The Tentative Order also proposes to amend the Regional MS4 Permit to address a variety of other issues including 1) Regional Water Board designation to consolidate regulation of Phase I MS4 discharges for the Cities of Laguna Hills, Laguna Woods, and Lake Forest pursuant to Water Code section 13228, 2) incorporation of the Los Peñasquitos Lagoon Sediment Total Maximum Daily Load requirements, 3) the extension of a pollutant reduction deadline for MS4 discharges to Areas of Special Biological Significance, 4) incorporation of interim exemptions for hydromodification management, and 5) implementation of a uniform approach for monitoring beach water quality in south Orange County.   Notice is hereby given that the San Diego Water Board will receive written comments on the Tentative Order and proposed changes to the Regional MS4 Permit.  Comments must be received no later than 12:00 noon on Wednesday November 19, 2014.

Report of Waste Discharge (updated 05-21-14)

Pursuant to provision K.2.b of Order R9-2009-002, the Copermittees of South Orange County submitted a Report of Waste Discharge (ROWD) on May 20, 2014 as an application for issuance of new waste discharge requirements. The Copermittees of South Orange County include: the County of Orange, Orange County Flood Control District and Cities of Aliso Viejo, Dana Point, Laguna Beach, Laguna Hills, Laguna Niguel, Laguna Woods, Lake Forest, Mission Viejo, Rancho Santa Margarita, San Clemente, and San Juan Capistrano.

Model Water Quality Management Plan (updated 04-05-12)

In accordance with Section F.1 of Order R9-2009-0002, on December 16, 2011 the County of Orange submitted a Model Water Quality Management Plan (Model WQMP) to the San Diego Water Board Executive Officer.  The San Diego Water Board is seeking public input on whether the Model WQMP meets the criteria set forth in Section F.1 of Order R9-2009-0002.  Please submit written comments by May 9, 2012 to Tony Felix at Tony.Felix@waterboards.ca.gov.

All comments received will be reviewed and considered prior to making a determination of adequacy for the Model WQMP, but written responses to those comments will not be provided.

Draft Hydromodification Plan (updated 6-20-13)

The County of Orange responses to San Diego Water Board Comments:

In accordance with Section F.1 of Order R9-2009-0002, on December 16, 2011 the County of Orange submitted a Draft Hyromodification Plan (HMP) to the San Diego Water Board Executive Officer. Although not required by the permit, the San Diego Water Board is seeking public input on whether the Draft HMP meets the criteria set forth in Section F.1 of Order R9-2009-0002. Please submit written comments by April 14, 2012 to Tony Felix at Tony.Felix@waterboards.ca.gov.

All comments received will be reviewed and considered prior to making a determination of adequacy for the Draft HMP, but written responses to those comments will not be provided.
