Notice of Written Comment Period for Tentative Cleanup and Abatement Order No. R9-2023-0051. The California Regional Water Quality Control Board, San Diego Region (San Diego Water Board), is releasing Tentative Cleanup and Abatement Order No. R9-2023-0051, An Order Directing Stars Petroleum, Inc. and GVS Systems Inc., to Clean Up and Abate the Effects of an Unauthorized Release from Stars Petroleum, Formerly Ramona Day & Nite Mobil, 1910 Main Street, Ramona, California (Tentative Order), for public review and comment. All written comments regarding the Tentative Order must be received by the San Diego Water Board by 5:00 p.m. on Friday, May 26, 2023. Notice of Written Comment Period for Tentative Settlement Agreement and Stipulation for Entry of Administrative Civil Liability Order No. R9-2023-0017. On March 23, 2023, the California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) Prosecution Team released Tentative Order No. R9-2023-0017, a Settlement Agreement and Stipulation for Entry of Administrative Civil Liability Order (Tentative Stipulated Order) with the City of San Diego associated with an 11.23-million-gallon sanitary sewer overflow (SSO) that occurred on April 20-21, 2020, at the Sweetwater River near its terminus at San Diego Bay. The Tentative Stipulated Order consists of a settlement agreement between the City and the San Diego Water Board’s Prosecution Team to address liability associated with the unauthorized discharge of untreated sewage. To resolve the violations described in the Tentative Stipulated Order without formal administrative proceedings, the parties have reached a settlement agreement for the imposition of an administrative civil liability in the amount of $4,609,724. This penalty was calculated in accordance with the State Water Resources Control Board’s Water Quality Enforcement Policy and its penalty calculation methodology, which is described in Attachment A to the Tentative Stipulated Order. A portion of that liability would be suspended upon successful completion of two Supplemental Environmental Projects (SEPs), as described in Attachments B and C of the Tentative Stipulated Order. The San Diego Water Board is accepting written comments on the Tentative Stipulated Order, as described below, and will consider adoption of the Order at its regularly scheduled Board Meeting on June 14, 2023. Notice of Written Comment Period for Tentative Cease and Desist Order R9-2023-0016. On March 23, 2023, the California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) Prosecution Team released Tentative Order No. R9-2023-0016, a stipulated Cease and Desist Order with the City of San Diego associated with an 11.23-million-gallon sanitary sewer overflow (SSO) that occurred on April 20-21, 2020, at the Sweetwater River near its terminus at San Diego Bay. Tentative Cease and Desist Order (Tentative CDO) No. R9-2023-0016 describes actions the City will complete to address deficiencies identified within its sanitary sewer system, specifically at Pump Station 1 and the SSO overflow site at the Sweetwater River. The California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) is releasing, for public review and comment, Tentative Order No. R9-2023-0011 (NPDES Permit No. CA0109282), Waste Discharge Requirements for Southern California Edison Company, Discharge to the Pacific Ocean Related to the Decommissioning of San Onofre Nuclear Generating Station, San Diego County (Tentative Order). The San Diego Water Board intends to consider adoption of the Tentative Order at the San Diego Water Board meeting on April 12, 2023. The Tentative Order, if adopted, will reissue the NPDES permit and waste discharge requirements for the discharge of waste from San Onofre Nuclear Generating Station to the Pacific Ocean. On December 19, 2022, the California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) released Tentative Time Schedule Order (TSO) No. R9-2023-0006, An Order Requiring Designated Responsible Permittees to Comply with Bacteria, Project I-Twenty Beaches and Creeks Total Maximum Daily Load Requirements Prescribed in the Regional Municipal Separate Storm Sewer Systems Permit for the San Diego Region (Tentative TSO) for public review and comment. The San Diego Water Board held a public workshop on the Tentative TSO at its regularly scheduled meeting on February 8, 2023. The San Diego Water Board received information and discussed the proposed requirements in the Tentative TSO. The Board took no action. The San Diego Water Board is currently reviewing comments received by the deadline of February 17, 2023. The San Diego Water Board expects to consider adoption of the Tentative TSO at a later date. - Notice of Availability- Tentative Order R9-2023-0009 Amending Order No. R9-2021-0001. The California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) is releasing for public review and comment Tentative Amending Order No. R9-2023-0009 (Tentative Order). The Tentative Order proposes to amend Order No. R9-2021-0001, NPDES No. CA0108928, Waste Discharge Requirements for the United States Section of the International Boundary and Water Commission South Bay International Wastewater Treatment Plant Discharge to the Pacific Ocean through the South Bay Ocean Outfall in accordance with the terms of a settlement agreement between the United States Section of the International Boundary and Water Commission and the San Diego Water Board signed on September 6, 2022. The Tentative Order also proposes to amend Order No. R9-2021-2001 to clarify the status of chlorine disinfection and to add “24-hr Composite” to the “Sample Type” to seven monitoring parameters.
