On February 19, 2026, the California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) issued an Offer to Settle Administrative Civil Liability (Tentative Order) to Sweetwater Authority to address a mandatory minimum penalty associated with two serious effluent violations of Order No. R9-2017-0020, NPDES No. CA0108952, Waste Discharge Requirements for the Sweetwater Authority Richard A. Reynolds Desalination Facility Discharge to the Lower Sweetwater River Basin. On March 11, 2026, Sweetwater Authority accepted the San Diego Water Board offer and waived its right to a hearing. On February 11, 2026, Channelside Water Resources LP accepted the San Diego Water Board offer and waived its right to a hearing.
