  • Notice of Written Comment Period for Tentative Settlement Offer No. R9-2020-0111 (7/13/2020). On May 8, 2020, the California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) issued an Offer to Settle Administrative Civil Liability to CAPEXCO to address mandatory minimum penalties associated with alleged late reporting violations of General Waste Discharge Requirements for Groundwater Extraction Discharges to Surface Waters Within the San Diego Region (Order No. R9-2015-0013). On July 6, 2020, CAPEXCO accepted the San Diego Water Board offer and waived its right to a hearing. The San Diego Water Board is accepting written comments on tentative Settlement Offer No. R9-2020-0111 until 5 p.m. on August 12, 2020.   • Notice of Written Comment Period for Tentative Stipulated Settlement Agreement No. R9-2020-0150. On July 8, 2020 the California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) released Tentative Order No. R9-2020-0150, The Stipulated Order is a tentative settlement agreement between the City of San Diego and the San Diego Water Board's Prosecution Team to address liability associated with the violation of Order No. 2006-0003-DWQ, Statewide General Waste Discharge Requirements for Sanitary Sewer Systems and Order R9-2007-0005, Waste Discharge Requirements for Sewage Collection Agencies in the San Diego Region. The violations of the above Orders were a result of the City discharging 6,750,734 gallons of untreated sewage into Tecolote Creek, a water of the United States and tributary to Mission Bay from January 5, 2016 to January 10, 2016.   • Notice of Availability - Tentative Order No. R9-2020-0089. The California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) proposes to issue Waste Discharge Requirements to UDC French Valley, LLC for the discharge of permanent fill material from the French Valley Marketplace Project (Project) to 0.05 acre (350 linear feet) of riparian surface waters of the State, and 0.06 acre (574 linear feet) of ephemeral streambed waters of the State. The Project is located on Winchester Road/Highway 79 (Hwy 79) between Thompson Road and Algarve Avenue, in the northern extent of the City of Murrieta, Riverside County, California. The deadline for submittal of written comments is 5:00 p.m. on Thursday, May 14, 2020. The Project is located south of Loma Linda University Medical Center and southeast of the intersection of Baxter Road and Antelope Road, City of Murrieta, Riverside County, California.
