Notice of Written Comment Period for Tentative Order No. R9-2025-0071. On October 1, 2025, the California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) released Tentative Order No. R9-2025-0071, Waste Discharge Requirements for the City of Chula Vista, Poggi Canyon Channel Maintenance Project (Tentative Order) for public review and comment. The Tentative Order and Notice of Public Written Comment Period, which contains instructions on how to submit written comments, are available using the links below. - Notice of Written Comment Period for Tentative Order No. R9-2025-0124. On September 15, 2025, the California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) released Settlement Agreement and Stipulation for Entry of Administrative Civil Liability Order No. R9-2025-0124 (Tentative Order) for public review and comment. The Tentative Order was issued to the City of Laguna Beach (City) for the unauthorized discharge of 78,810 gallons of untreated sewage to the Pacific Ocean at Bluebird Beach on November 29, 2023. To resolve the violations described in the Tentative Order without formal administrative proceedings, the San Diego Water Board’s Prosecution Team and the City reached a settlement and agreed to the imposition of an administrative civil liability in the amount of $108, 808, including $50,000 of liability to be suspended upon the complete implementation of the Tidepool Docent Program Supplemental Environmental Project (SEP), as described in Attachment B of the Tentative Order. - Notice of Written Comment Period for revised Tentative Order No. R9-2025-0005. The California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) and United States Environmental Protection Agency, Region 9 (USEPA) are jointly seeking public comments on proposed revisions to Tentative Order No. R9-2025-0005 (formerly R9-2024-0005), NPDES Permit No. CA0107409, Waste Discharge Requirements and National Pollutant Discharge Elimination System Permit for the City of San Diego E.W. Blom Point Loma Wastewater Treatment Plant Discharge to the Pacific Ocean through the Point Loma Ocean Outfall (revised Tentative Order and Permit). - Settlement Offer Order R9-2025-0104. On July 3, 2025, the California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) issued Settlement Offer R9-2025-0104 to Jacaranda Group LLC (Discharger) to address mandatory minimum penalties associated with violations of Order R9-2015-0013, National Pollutant Discharge Elimination System (NPDES) No. CAG919003, General Waste Discharge Requirements for Groundwater Extraction Discharges to Surface Waters within the San Diego Region. On August 20, 2025, the Discharger accepted Settlement Offer Order R9-2025-0104 and waived its right to a hearing. On August 1, 2025, the California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) released Tentative Order No. R9-2025-0137, Settlement Agreement and Stipulation for Entry of Administrative Liability in the Matter of Moulton Niguel Water District, January 2025 Sanitary Sewer System Spill (Tentative Order) for public review and comment. The Tentative Order is a stipulated administrative civil liability Order to settle liability associated with a sanitary sewer system spill that occurred from the Moulton Niguel Water District’s sanitary sewer system on January 10, 2025. The spill resulted in a discharge of 464,700 gallons of untreated sewage into Sulphur Creek, Aliso Creek, and Aliso Beach. To resolve the violation described in the Tentative Order without formal administrative proceedings, the San Diego Water Board’s Prosecution Team and Moulton Niguel Water District (Parties) reached a settlement and agreed to the imposition of an administrative civil liability in the amount of $553,000.
