On October 4, 2019, the California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) issued an Offer to Settle Administrative Civil Liability to Promenade Mall Development Corporation to address a mandatory minimum penalty associated with a serious effluent violation of General Waste Discharge Requirements for Groundwater Extraction Discharges to Surface Waters Within the San Diego Region (Order No. R9-2015-0013). On October 4, 2019, Promenade Mall Development Corporation accepted the San Diego Water Board offer and waived its right to a hearing. The San Diego Water Board is accepting written comments on tentative Settlement Offer No. R9-2019-0124 until 5 p.m. on December 12, 2019. The deadline for submittal of written comments is 5:00 P.M. on Monday, December 2, 2019. The San Diego Water Board intends to consider adoption of the Tentative Orders at its regularly scheduled meeting on Wednesday, December 11, 2019.

  • Notice of Availability- Tentative Order No. R9-2020-0003. The California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) proposes to issue Waste Discharge Requirements to Makena Murrieta for the discharge of permanent fill material from the Makena Hills Project (Project) to 0.084 acre (732 linear feet) of ephemeral streambed waters of the State. The Project is located south of Loma Linda University Medical Center and southeast of the intersection of Baxter Road and Antelope Road, City of Murrieta, Riverside County, California. The deadline for submittal of written comments is 5:00 p.m. on Monday, November 25, 2019. The San Diego Water Board intends to consider adoption of the Tentative Order at its regularly scheduled meeting on Wednesday, February 12, 2020.

    Notice of Availability - Tentative Investigative Order No. R9-2018-0056 proposes to direct the USIBWC to submit technical reports pertaining to an investigation of pollution, contamination, and nuisance from transboundary flows in the Tijuana River Valley. The San Diego Water Board accepted public comments on the Tentative Investigative Order from March 16, 2018 through April 2, 2018 and subsequently made revisions to the Tentative Investigative Order. Some of the revisions are merely minor edits, relocation of text, and reformatting; all substantive revisions are shown in redline/strikethrough in the current version below. On March 16, 2018, the USIBWC and all interested stakeholders, including members of the general public, were invited to submit written comments limited to the substantive revisions to Tentative Investigative Order No. R9-2018-0056. Comments on the substantive revisions were due by May 18, 2018 at 5:00 p.m. No comments on the substantive revisions were submitted to the San Diego Water Board.
