  • Notice of Written Comment Period for Tentative Settlement Agreement/Stipulated Order No. R9-2019-0144. On September 19, 2019, the California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) released Tentative Settlement Agreement/Stipulated Order No. R9-2019-0144 for public review and comment. The San Diego Water Board is considering the adoption of Order No. R9-2019-0144 accepting TreeSap Farms, LLC's, dba Hines Growers, Inc., payment of $18,132 to address liability associated with alleged violations of General Waste Discharge Requirements for Discharges from Commercial Agricultural Operations for Dischargers that are Members of a Third-Party Group in the San Diego Region. On September 6, 2019 the California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) released Tentative Addendum No. 1 to Order No. 93-07, Waste Discharge Requirements for The San Luis Rey Wastewater Treatment Plant, City of Oceanside, San Diego County (Tentative Addendum) for public review and comment. The San Diego Water Board intends to consider adoption of the Tentative Addendum at the San Diego Water Board meeting on November 13, 2019. The California Regional Water Quality Control Board, San Diego Region (San Diego Water Board) is releasing for public review and comment Tentative Order No. R9-2019-0008, NPDES No. CAG719001, General Waste Discharge Requirements for Discharges from Boatyards and Boat Maintenance and Repair Facilities Adjacent to Surface Waters Within the San Diego Region (Tentative Order). The Tentative Order and Notice of Public Hearing, which contains instructions on how to submit written comments, are available using the links below. The deadline for submittal of written comments is 5:00 p.m. on Thursday, August 29, 2019.   • Notice of Availability - Tentative Investigative Order No. R9-2018-0056 proposes to direct the USIBWC to submit technical reports pertaining to an investigation of pollution, contamination, and nuisance from transboundary flows in the Tijuana River Valley. The San Diego Water Board accepted public comments on the Tentative Investigative Order from March 16, 2018 through April 2, 2018 and subsequently made revisions to the Tentative Investigative Order. Some of the revisions are merely minor edits, relocation of text, and reformatting; all substantive revisions are shown in redline/strikethrough in the current version below. On March 16, 2018, the USIBWC and all interested stakeholders, including members of the general public, were invited to submit written comments limited to the substantive revisions to Tentative Investigative Order No. R9-2018-0056. Comments on the substantive revisions were due by May 18, 2018 at 5:00 p.m. No comments on the substantive revisions were submitted to the San Diego Water Board.
