Waste Discharge Requirements
Notice is hereby given that the public has an opportunity to provide written comments on: 1) an application from the U.S. Army Corps of Engineers, San Francisco District (USACE) for waste discharge requirements and water quality certification to perform federal navigation channel maintenance dredging in the San Francisco Bay Area (Application); and 2) a tentative order containing waste discharge requirements and a Clean Water Act section 401 water quality certification for the USACE federal navigation channel maintenance dredging program in the San Francisco Bay Area and for disposal and beneficial reuse of dredged material created by these activities for a four-year period (2026–2029) (Tentative Order).

The Water Board and USACE jointly prepared the final EIR. USACE and the Water Board released the draft EIR and associated documents for public comments on October 31, 2024. The public comment period was extended to December 30, 2024. A total of 11 comment letters were received. The final EIR, including the comment letters and responses to comments (in Appendix H), is available at the link below. The Water Board is not required to and is not accepting written comments on the final EIR.
SUBMISSION OF WRITTEN COMMENTS: All public written comments on the Application or Tentative Order must be received by the Regional Water Board staff contact no later than 5:00 p.m. on Monday September 29, 2025. Late written comments will not be accepted. Written comments must be sent to the staff contact identified below, preferably by email.
