Phase II Permit (Small MS4 Permit)

For the Phase I MS4 program, sources included large (population greater than 250,000) and medium (population from 100,000 to 250,000) sized municipalities. For areas that do not meet this population, the Phase II program exists. This includes public universities, large state and federal institutions, and certain state parks.
