Join Us For a Public Meeting
The Central Coast Regional Water Quality Control Board (Central Coast Water Board) and the State Water Resources Control Board’s (State Water Board) Division of Financial Assistance will hold a public meeting pursuant to California Water Code section 13289(b)(1)(G) regarding the provision of sewer services to Hacienda Apartments located at 32097 Mccoy Road, Monterey County.

Members of the public, including representatives of the City of Soledad, residents, and property owners, can provide oral and written comments regarding the provision of sewer services to Hacienda Apartments during the public meeting and can submit written comments through June 15, 2026.

Hacienda Apartments is a 24-unit farmworker housing apartment complex located near the City of Soledad in unincorporated Monterey County. Residents at the apartment complex are served by a failing septic system. Since 2021, Central Coast Water Board staff have been working to find solutions to the septic system issues at the site and to provide adequate sanitation services to the residents.
Central Coast Water Board staff have coordinated with the State Water Board’s Division of Financial Assistance to fund technical assistance to study the site and identify feasible options for providing sewer services to the residents. In order to proceed with a construction grant for the project, either Monterey County or the City of Soledad must apply for grant funding.
The Central Coast Water Board has authority under California Water Code section 13289 to require the City of Soledad to provide sewer services to the residents of Hacienda Apartments. Central Coast Water Board staff and State Water Board Division of Financial Assistance staff are available to assist the City of Soledad in securing grant funding for the project.
On July 29, 2025, the Central Coast Water Board sent the City of Soledad and the landowners of Hacienda Apartments a letter (referred to as the six-month letter) regarding the provision of sewer services to Hacienda Apartments. The six-month letter provided notice that the City of Soledad had six (6) months to negotiate with the landowners of Hacienda Apartments to extend sewer service, or to provide another means of providing adequate sewer services to the residents of Hacienda Apartments. On January 22, 2026, the Central Coast Water Board sent an extension letter (referred to as the six-month extension letter) that granted an extension of the six-month period until July 29, 2026.
