Ex Parte Communications
Beginning January 1st, 2013, Senate Bill (SB) 965 authorized ex parte communication between interested persons and board members for general WDR proceedings. As part of SB 965, interested persons who meet with board members must publically disclose the ex parte communication.
SB 965 defines interested persons as dischargers and their representatives/employees; persons with a financial interest in the general order; and representatives acting on behalf of an interest group.
