Petition for Reconsideration of Sustainable Groundwater Management Act Fees
If you believe you should not have received an invoice or that the amount stated in your invoice is incorrect, you may file a petition for reconsideration with the State Water Board in accordance with section 1045 of title 23 of the California Code of Regulations.
Petitions must be filed within 30 days of the date of the invoice and may be delivered by email to SGMA-Petition@waterboards.ca.gov or by mail to:

There is no fee for submitting a petition for reconsideration.
The petition should identify your:
- Name, address, and phone number
- Your preferred method of contact
- Invoice number
- Invoice date
- Customer number
- Dollar amount
The petition must state why you believe that no fee is due or how you believe that the amount of the fee has been miscalculated and identify the action you would like the Board to take in response to your petition (e.g., changing the amount of the fee or canceling the invoice).
When submitting the petition, you can request a stay of payment. Otherwise, payment is due by the invoice due date.
