Privacy Notice on Collection
Civil Code section 1798.17 requires a Privacy Notice on Collection to be provided when personal information is collected. Individuals have the right to review personal information maintained by the State Water Resources Control Board (Water Boards), unless access is exempted by law. You may review your records by contacting the official responsible for maintaining your information below. We will not disclose your personal information unless authorized by law. Authority for Collection of Personal Information
The Water Boards collect personal information pursuant to the California Water Code sections 13167, 13260, 13376, 13377, 13383, 13385, including provisions related to water quality regulation and permitting, and water diversion and use, California Code of Regulations, Title 23, Division 3, Chapter 2.7, and the Federal Clean Water Act (33 U.S.C. §1251 et seq.), which authorize implementation of water quality programs.
Principal Purpose for Which the Information Collected is to Be Used
All personal information collected through the CIWQS Account Registration Portal is used to create and manage user accounts, authenticate users, and provide access to CIWQS functions. The system supports regulatory reporting, permitting, compliance tracking, enforcement activities, and communication between the Water Boards and regulated entities or authorized representatives.
Known or Foreseeable Disclosures of Personal Information
We will not disclose your personal information unless authorized by law, required by law, or with your consent. Personal information may be disclosed to State and Regional Water Board staff for regulatory and administrative purposes, other governmental agencies as required for regulatory coordination or enforcement, and to the public as required under the California Public Records Act (Government Code section 7920.000 et seq.), except where exempt from disclosure.
Consequences of Not Providing Any or All Parts of the Requested Information
All information requested is mandatory unless marked as optional. Failure to provide required information will result in the inability to create a CIWQS user account and the inability to submit required regulatory reports or applications electronically may result in administrative and judicial enforcement actions for violating permits or other regulatory reporting requirements.
