All CWSRF Financial Agreements executed on or after October 30, 2009 will need to comply with Davis-Bacon provisions regardless of the funding source.

In order to comply with these provisions, all contractors and subcontractors must comply with the Davis-Bacon Act (include appropriate wage determinations and required clauses in bids and contracts, "verify registration in approved U.S. Department of Labor Apprenticeship Programs, conduct wage rate interviews, collect/review weekly payroll and compliance statements, applicable wage and whistle blower posters at construction site) for the entirety of the construction activities financed by the assistance agreement through completion of construction, no matter when construction commences.

(H) All Disadvantaged Business Enterprise documentation Link No sample currently exists The DBE Program is an outreach, education, and goaling program designed to increase the participation of DBSs. The DBE Program encompasses many of the components of the former Minority/Women Owned Business Enterprise (MBE/WBE) Program and includes many new features.
Financial Assistance Recipients should aware a "fair share" of sub-agreements to small, MBE/WBE businesses. Since each is a separate entity, the objective is to assure that each of these business entities is given the opportunity to participate in sub-agreement financial assistance agreements. This applies to all sub-agreements for equipment, supplies, construction, and services.
