SGMA Status Map
View the status of high- and medium-priority groundwater basins subject to SGMA. The map includes basins with approved, incomplete, and inadequate Groundwater Sustainability Plans (as determined by the California Department of Water Resources), basins which have been returned to Department of Water Resources' jurisdiction, and unmanaged areas: areas subject to SGMA but not managed by a Groundwater Sustainability Agency.

The California Department of Water Resources (DWR) evaluates Groundwater Sustainability Plans (GSPs) in basins subject to SGMA. The basins listed below are either subject to state intervention because DWR determined that the basins had inadequate GSPs or are not implementing their GSPs in a manner that will achieve groundwater sustainability, or are a basin or a portion of a basin not managed by a Groundwater Sustainability Agency (GSA).

After DWR refers a basin to the State Water Board, the Board will review the basin's GSP(s) to identify the plan and/or implementation deficiencies that lead to state intervention. A GSA may revise its GSP and submit it to the State Water Board at any time for evaluation. The State Water Board is evaluating the following subbasins for a potential probationary designation:
Delta-Mendota Subbasin Pleasant Valley Subbasin
The Board may designate a basin probationary after providing notice and holding a public hearing. Most well owners who pump groundwater from a probationary basin must file an annual groundwater extraction report with the State Water Board. Small domestic (household) well users who extract a total of two acre-feet or less of groundwater per year for domestic purposes only are de minimis users and are typically exempt from reporting and paying fees. The State Water Board may exclude additional types of groundwater extractions or extractions from certain locations within a basin. The State Water Board may require the use of meters or other methods to measure groundwater extractions and the reporting of additional information. The State Water Board designated the following basins probationary:

If the State Water Board determines that GSAs resolved the issues with their GSP(s) or their implementation of the GSP(s) and a probationary designation is not necessary, the Board may return the basin back to DWR's jurisdiction. DWR then reviews the new GSP(s) for adequacy and issues a new determination (approved, incomplete, or inadequate). The State Water Board has returned the following basins to DWR's jurisdiction:
Chowchilla Subbasin Kaweah Subbasin Kern County Subbasin
Under SGMA, all parts of a high- and medium-priority groundwater basins should either be: 1) managed by a GSA, 2) subject to an adjudication (a legal ruling to resolve groundwater rights in a basin), or 3) covered by an alternative to a Groundwater Sustainability Plan. High- and medium-priority basins, or portions of basins, not covered by one of these three scenarios are considered unmanaged areas and are subject to intervention by the State Water Board. Portions of the following subbasin are considered unmanaged areas:
