School District Account (SDA) Information
The SDA was created to provide funding to claims filed by school districts for the reimbursement of eligible corrective action costs associated with cleaning up contamination caused by leaking petroleum USTs. The State Water Resources Control Board will continue making payments to school district claimants until the monies in the SDA are exhausted, or the UST Cleanup Fund sunsets.
School district claims are assigned an Annual Site Budget. More information on Annual Site Budgets.

SDA Changes in Law
Assembly Bill 2729 (Ruskin), Signed by the Governor and Chaptered by the Secretary of State September 30, 2008, created the School District Account (SDA) in the Underground Storage Tank Cleanup Fund (Fund) within the State Water Resources Control Board. The bill transferred from the UST Cleanup Fund to the SDA a total of $30 million to pay for claims filed by school districts in Priority D. The bill was amended on January 1, 2010 to include Priority B and C school district claims.
SB 445 (Hill), Signed by the Governor and Chaptered by the Secretary of State September 24, 2014, provides a portion of the 3 mills of the petroleum storage fee to transfer into the SDA. This bill would extend the operation of those portions of the act and the School District Account until January 1, 2026. Funds in the School District Account that are not expended in a fiscal year shall remain in the School District Account. Funds remaining in the School District Account on January 1, 2026, shall be transferred to the Underground Storage Tank Cleanup Fund.
