CERS Quality Assurance Review

The State Water Resources Control Board’s (State Water Board) goal in providing this guidance is to assist the CUPA in performing their own CERS data review. Below are the specific quality assurance items from the CERS UST Facility Tank/ Data Download Report reviewed by staff during the CUPA evaluation. Staff may review all or part of the listings during the evaluation. CUPAs should perform a review of their data on an annual basis.

Note: State Water Board evaluation staff will provide training to CUPA staff upon request. CUPAs may contact staff for assistance with the review process.

The following items are evaluated on the UST Tank & Monitoring Plan Info tab of the CERS UST Facility Tank/Data Download report using the filter feature:

  • UST without an installation date
  • UST without primary containment
  • UST without overfill protection equipment
  • UST without period spill containment testing
  • UST without striker/bottom protector
  • UST containing motor vehicle fuel without under dispenser containment
  • UST without continuously monitored under dispenser containment (excluding emergency generator)
  • UST without corrosion protection
  • VPH Systems requiring secondary containment testing.
  • VPH Systems requiring periodic enhanced leak detection testing.
  • VPH Systems identified with single-walled components.
  • UST without secondary containment.
  • UST without periodic secondary containment testing.
  • UST without continuous interstitial monitoring.
  • UST Secondary contained product pipe without a containment sump.
  • Buried pressurized piping without a line leak detector
  • Unburied marina piping not completing visual inspections
  • Unburied emergency tank piping not completing visual inspections
  • Non-exempt single-walled piping was required to be permanently closed by December 31, 2025. Evaluation staff will verify that all remaining single-walled piping falls only into the following categories:
    • Unburied delivery piping at marinas meeting 2612(n)
    • Unburied fuel piping connected to emergency tank system meeting 2612 (o)
    • Suction piping meeting 2640(b)(C)
  • UST single-walled vent pipe using the overfill prevention equipment exemption.
  • UST single-walled riser pipe using the overfill prevention equipment exemption.
  • UST with single-wall vent/riser piping using not meeting the requirements specified in 2640(f)(1)(B) and (C)
