California Water Accounting, Tracking, and Reporting System (CalWATRS)

CalWATRS is the state's new and improved water rights data system, replacing the legacy eWRIMS platform. With CalWATRS, water right holders now have a streamlined way to view all their water right records, file annual reports, and request water rights services.

What You Need to Know

  • Current Estimated Response Time: Two Weeks
    Due to a high volume of support requests, responses for CalWATRS assistance may take up to two weeks. We apologize for the delay and appreciate your patience. While you wait, we encourage you to visit our resources web page for guides and materials that may help resolve your issue sooner. To help us respond more effectively, please provide your preferred method of communication and the best times to reach you when you email or call our help line.
  • CalWATRS Registration is Open!
    Please use this link to access CalWATRS: calwatrs.waterboards.ca.gov/portal.
    Note: You can now create a CalWATRS account, but you won't be able to begin reporting until you receive a personal identification number (PIN) from the State Water Board.
  • CalWATRS Guidance Materials
    Guides and resources for CalWATRS are now available on the CalWATRS Resources webpage.
  • PINs Will Be Mailed in Mid-October
    The State Water Board will begin mailing PINs in mid-October. If you manage multiple water rights, you may receive multiple PINs (in one or more letters). If you do not receive a letter by the end of November 2025, please email us at CalWATRS-help@waterboards.ca.gov.
  • All Reporting Must Be Completed in CalWATRS - eWRIMS is Closed
    Beginning this year, annual reports must be filed through CalWATRS. The previous platform, eWRIMS, is no longer available.
  • eWRIMS Usernames and Passwords Don't Work for CalWATRS
    CalWATRS accounts require a new username and password. Your eWRIMS username and password will not work in CalWATRS.
  • Creating Your CalWATRS Account
    To create a CalWATRS account, you'll need to enter a valid email address, choose a password, and set up two-factor verification for added security.
  • Migrating Your Water Right Records
    Before you can report in CalWATRS, you need to link your water right records to your CalWATRS account. This is a one-time process called records migration that uses the PINs discussed above. PINs will be mailed beginning in mid-October. To migrate all your records, you'll need all your PINs. CalWATRS will guide you through this process.
  • Managing Multiple or Complex Water Rights
    If you manage a lot of water rights or have a complex portfolio, please contact us before setting up your CalWATRS account. We'll work with you to ensure your account is configured correctly. This helps prevent issues with records migration and ensures a smoother experience. Email us at CalWATRS-help@waterboards.ca.gov to schedule an appointment.
  • For Businesses or Government Agencies
    If you are part of a business or government agency, you will be able to create an "organization" within CalWATRS. This feature allows multiple staff or representatives to create their own accounts that can access and manage the organization's water rights. Information about creating organizations in CalWATRS will be added soon.
  • Public Outreach and Support
    The State Water Board will hold public workshops and informational meetings to help users get started with CalWATRS. Events details will be posted in the "Workshops & Meetings" section of this page as they are scheduled.
