California Water Accounting, Tracking, and Reporting System (CalWATRS)
California Water Accounting, Tracking, and Reporting System (CalWATRS) is the state's new and improved water rights data system, replacing the legacy eWRIMS platform. With CalWATRS, water right holders will have a streamlined way to view all their water right records, file annual reports, and request water rights services.
What You Need to Know
As part of the CalWATRS rollout, we are bringing people in early to help shape the new system and make it better. Public feedback is key to building something that works for everyone, but since CalWATRS is a work in progress there will be some issues along the way. Early users will help us find and fix those issues, so we create a strong, reliable system. We appreciate your help and patience as we make this big improvement.
- CalWATRS Launches October 7, 2025
Check back on October 7th for a link to the new system. Please Note: You'll be able to create a new account in CalWATRS as soon as it opens, but you won't be able to begin reporting until you receive your personal identification number (PIN) from the State Water Board. To use CalWATRS, you'll need to create a new account with a new username and password. Please note: Usernames and passwords for eWRIMS will not work in CalWATRS. - Migrate Your Water Right Records
After creating a CalWATRS account, you'll complete a one-time record migration process to connect your existing water right records to your CalWATRS account. This process requires an individual personal identification number (PIN) from the State Water Board. - PINs Will Be Mailed in Mid-October
The State Water Board will begin mailing PINs in mid-October. If you have more than one water right, you may receive multiple PINs (in a single letter or in multiple separate letters). To migrate all your water right records, you'll need all your PINs. CalWATRS will guide you through this process. - Managing Multiple or Complex Water Rights
If you manage a large number of water rights or have a complex portfolio, please contact us before setting up your CalWATRS account. We'll work with you directly to ensure your account is configured correctly and that all records are connected from the start. This helps prevent issues with record migration and ensures a smoother experience in the new system. If you are part of a business or government agency, you will be able to create an "organization" within CalWATRS. This feature allows multiple staff or representatives to create their own accounts that can access and manage the organization's water rights. More information about creating organizations in CalWATRS will be added here soon. - Public Outreach & Support
The State Water Board will hold public workshops and informational meetings to help users get started with CalWATRS. Events details will be posted in the "Workshops & Meetings" section of this page as they are scheduled.

Stay informed and get hands-on help with CalWATRS. Below is a list of upcoming events where the CalWATRS team will present, demonstrate system features, and offer direct assistance to water right holders and agents.
State Water Board Public Meeting
- Date: October 21, 2025
- Time: 9:00 AM
- Format: In-person (Sacramento) & Online (Zoom)
- The CalWATRS team will present an informational item at the State Water Board's October 21 public meeting. The item will provide a general overview of CalWATRS and upcoming implementation steps. The meeting agenda is available on the Board's online meeting calendar.
CalWATRS Virtual Public Workshop
- Date: October 28, 2025
- Time: 1:00 PM
- Format: Online (Zoom)
- Join us for a virtual public workshop hosted by the CalWATRS team. The workshop will include a live demonstrate of key CalWATRS features and a Q&A session. This workshop is open to the public, but the focus will be on water right holders and agents that need to register for an account, connect to water right records, and submit annual water use reports. CalWATRS In-Person Workshop - Adin, CA
- Date: November 5, 2025
- Time: 12:00 PM - 4:30 PM
- Location: Adin Community Center, Adin, CA
- Hosted by the Cattlemen's Foundation, California Cattle Council, and the University for California Cooperative Extension, this in-person workshop will feature CalWATRS demonstrations and individual support for water right holders. Register Here.
In-Person CalWATRS Meeting - Ukiah, CA
- Date: November 19, 2025
- Time: 8:30 AM
- Location: Ukiah, CA
- Hosted by the Mendocino County Russian River Flood Control District and Mendocino County Farm Bureau, this in-person meeting will include a presentation by the CalWATRS team and one-on-one assistance for water right holders navigating the new system. Details will be posted soon.
CalWATRS Public Event - December 9, 2025
- Details for this event are being finalized. The CalWATRS team plans to provide hands-on support to help water right holders sign up and begin using the system. Stay tuned for location, time, and format.
