Water Rights Enforcement: Notices of Violation (NOVs): Clear Lake Hitch Project
Before the Board imposes Cease and Desist Orders or financial penalties for water rights violations, we alert violators of the problem and give them the opportunity to comply. This alert is officially called a Notice of Violation or NOV. Many violators require no further enforcement action beyond an NOV.
Clear Lake Hitch Project
State Water Resources Control Board (Board) staff are actively investigating surface water diversions throughout the Clear Lake watershed as part of an ongoing project seeking to protect the Clear Lake hitch. Board staff’s primary enforcement goal in this watershed is to encourage compliance with California’s surface water diversion rules and regulations. This includes a review of annual reports, verification of compliance with measurement and reporting requirements, and identification of reservoirs or diversions without a water right. Where necessary, the Board will take action to bring diverters into compliance. Notices and enforcement actions issued as part of this effort will be posted below.
