Water Measure Report Regulation

Water Measurement and Reporting Regulation Rulemaking

The Water Measurement and Reporting regulation is in Title 23 of the California Code of Regulations, Sections 931-938.

Current Rulemaking

Following extensive outreach and compliance assistance efforts in 2023 and 2024, changes to Chapters 2 (Appropriation of Water) and 2.7 (Water Diversion and Use Reports) in title 23 of the California Code of Regulations have been approved and are now in effect. The revised regulations require reporters to have an email address on file with the Board and align the annual reporting period for groundwater recordations with the water year.

To address clarity and consistency concerns, the proposed Chapter 2.8 (Measuring and Monitoring) regulation text will be further modified and noticed for public comment on additional proposed changes.
